COMBINED SYNOPSIS / SOLICITATION Title: Automated Multiplex Live Single Cell Analysis Platform (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 75N95021Q00098 and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures; FAR Subpart 13.5—Simplified Procedures for Certain Commercial Items; and FAR Part 12—Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. THIS IS A NON-COMPETITIVE (NOTICE OF INTENT) COMBINED SYNOPSIS SOLICITATION TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institute on Drug Abuse (NIDA), Office of Acquisition (OA), on behalf of the National Center for Advancing Translational Sciences (NCATS), intends to negotiate and award a purchase order without providing for full and open competition (including brand-name) to IsoPlexis, Inc., 35 NE Industrial Road, Branford, CT 06405 for an IsoPlexis IsoSpark® single cell proteomics platform. This acquisition is conducted as non-competitive for a commercial item or service and is conducted pursuant to FAR 13.106-1(b)(1). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2021-05, with effective date March 10, 2021. (iv) The associated NAICS code 334516 and the small business size standard is 1,000. This requirement has no set aside restrictions. Single cell highly multiplexed phosphoproteomic of up to 15+ different cytokines and metabolomic analysis from single cells. Bulk/population analysis all on one platform. Highly multiplexed bulk secretome protein analysis of up to 30+ different cytokines from very low sample volumes of 11ul total in a completely automated manner. Utilize on-board 37C, CO2 incubator for highly multiplexed secreted protein profiles of up to 30+ different cytokines from 500-1500 live cells. Proteomic analysis software that integrates with IsoSpark to provide automated data analysis and generate advanced 3D visualizations such as UMAP and t-SNE, with a guided user interface. (vii) The Government anticipates award of a firm-fixed-price purchase order for this acquisition and the anticipated delivery date is within 2-4 weeks after receipt of order (ARO). Delivery will be f.o.b. destination. The place of delivery and acceptance will be NIH-National Center for Advancing Translational Sciences, 9800 Medical Center Drive, Rockville, MD 20850.
