Title: COVID-19 Purchase Chromium Next GEM cell library to characterize single cell response in a 3D lung model to SARS-CoV2. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 75N95021Q00068 and the solicitation is issued as a request for quotation (RFQ). The anticipated award date is February 19, 2021. This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures and FAR Part 12—Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-04 dated 1/19/2021. (iv) The associated NAICS code is 325414 and the small business size standard is 1250 employees. (v) This is a COVID-19/Coronavirus contract action. This acquisition consists of the following line items, on a brand-name or equal basis to the following items manufactured by 10 Genomics: - Line 0001: Chromium Next GEM Chip G Single Cell Kit, 16 rxns, #1000127, quantity: 2. - Line 0002: Dual Index Kit TT Set A 96 rxns, #1000215, quantity: 1. - Line 0003: Chromium Next GEM Single Cell 3’ Kit v3.1, 16 rxns, #1000268, quantity: 3. - Line 0004: Shipping and Handling. (vi) Generically, this acquisition consists of cell libraries to characterize single cell response in a 3D lung model to SARS-CoV2 for a SARS-CoV-2 project. (vii) Delivery shall be to: The National Center for Advancing Translational Sciences (NCATS) 9800 Medical Center Drive Rockville, MD 20850 Delivery shall be within 30 days after receipt of order. (viii) The provision at FAR clause 52.212-1, Instructions to Offerors – Commercial Items, applies to this acquisition. Such factors may include: past performance; special features required for effective program performance; trade-in considerations; probable life of the item selected as compared with that of a comparable item; warranty considerations; maintenance availability; and environmental and energy efficiency considerations. (ix) The Government will perform a comparative evaluation of responses in accordance with FAR 13.106-2(b)(3) and award a purchase order from this solicitation to the responsible offeror whose response meets the solicitation’s requirements and, as a whole, will be most advantageous to the Government, price and other factors considered. The comparative evaluation will include: Technical Capability of the item(s)/service(s) to meet the Government requirement, Price, and Terms and Conditions. The Government’s requirement is to ensure the integrity of ongoing studies by using materials validated under current protocols. Responses may exceed capability or performance characteristics of the solicitation’s requirements. The Government reserves the right, but is not required, to award to a response that exceeds capability or performance characteristics of the solicitation’s requirements if it provides a benefit to the Government. (x) The Offerors are to include a completed copy of the provision at FAR clause 52.212-3, Offeror Representations and Certifications—Commercial Items, with its offer.
