THIS IS A NON-COMPETITIVE (NOTICE OF INTENT) COMBINED SYNOPSIS SOLICITATION TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institute on Drug Abuse (NIDA), on behalf of the National Center for Advancing Translational Sciences (NCATS) intends to negotiate and award a purchase order without providing for full and open competition (including brand name) to Molecular Devices, LLC, 3860 N First St., San Jose, CA 95134-1702, or an authorized distributor thereof. The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted that identified no other sources of supply or service capable of achieving this Government requirement within the required time frame. This acquisition is conducted as non-competitive for a commercial item or service and is conducted pursuant to FAR Subpart 13.5 - Simplified Procedures for Certain Commercial Items and FAR 13.501, Special Documentation Requirements, in accordance with 41 United States Code (U.S.C.) 1901. Pursuant to FAR Subpart 13.501(a)(1)(iv) the brand-name justification is made publicly available as an attachment with this solicitation. The National Center for Advancing Translational Sciences (NCATS) at the National Institutes of Health (NIH) seeks to upgrade one of its Molecular Devices ImageXpress Systems to enable performance of optogenetic screening of neural response to drugs and other stimulants in order to seek out treatments for opioid abuse. This upgrade is essential to investigate neural response and will allow scientists to screen human cell-based models of opioid misuse, addiction, and pain for the Helping to End Addiction Long-term (HEAL) Initiative.
