Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) is conducting a market survey to determine the availability and technical capability of qualified small businesses, including 8(a) small businesses, small disadvantaged businesses, woman-owned small businesses, service-disabled veteran-owned small businesses or HUBZone small businesses capable of providing a fixed priced preferred service agreement for the following FEI (part of ThermoFisher Scientific) manufactured instrument as well as current software, etc.: FEI / Tecnai 20 D2067 / F1040257 Electron microscope – 1 PC Period of Performance 3/6/24-3/5/25. Place of Performance: National Institutes of Health (main campus) 9000 Rockville Pike Bethesda, MD 20892 Services to include but not limited to: Priority response/preferred status, unlimited technical phone support with a 4-hour or better response time for both hardware and software, 48-hour or better targeted onsite labor response, unlimited labor hours (including travel time and expenses), all necessary original equipment manufacturer (OEM) spare/replacement parts (including applicable accessories), replacement OEMs FEG tip (for applicable products), one preventive maintenance visit (per year) and software updates. RAPID- remote diagnostics w/in 24 hours of call ThermoFisher service engineers using RAPID can diagnose, solve problems remotely, identify, order replacement parts quickly and can directly access the Tecnai to provide on the spot escalation support. Tecnai20 is a highly specialized and technical instrument. The service/maintenance must be performed by authorized specially factory-trained personnel to maintain and service the Tecnai20. Interested firms with the capability of providing/performing all the required service, shall submit a capability statement to assist the Government in determining in accordance with Federal Acquisition Regulation (FAR) 19.502-2(b)whether this procurement will be set-aside for any of the programs described above. The intended procurement will be classified under North American Industrial Classification (NAICS) code 811210 with a size standard of $34M. All respondents are required to identify their firm’s size and type of business. Interested firms responding to this market survey must provide (a) capability statement demonstrating their experience, skills and capability to fulfill the Government’s requirements for the above. The capability statement shall be in sufficient enough detail, so that the Government can determine the experience and capability of your firm to provide the service above. All responsible sources/offerors must be certified by Fei/ThermoFisher Scientific as authorized third-party vendors and must submit capability statement/proposal showing their capabilities and past performance servicing/repairing this type of equipment. The offeror must provide certification from original equipment manufacturer, Fei/ThermoFisher Scientific, that they are authorized to perform all these services above and repairs and have access to OEM parts, software updates, supplies, etc. Capability statements must include the name and telephone number, email address of a point of contact having authority and knowledge to discuss response with Government representatives. Capability statements in response to the market survey that do not provide sufficient information for evaluation will be considered non-responsive.
