The mission of the National Institute of Allergy and Infectious Diseases (NIAID) is to conduct and support research to better understand, treat, and ultimately prevent infectious, immunologic, and allergic diseases. To accomplish Institute goals, the NIAID conducts basic and applied research in its laboratories in Bethesda, Rockville, and Frederick, Maryland and Hamilton, Montana. NIAID’s research workforce portfolio is continually adjusting in response to ever-changing challenges such as bioterrorism; emerging and re-emerging infectious diseases including AIDS, SARS, West Nile virus, malaria, Ebola, Zika, COVID-19, and tuberculosis; as well as the growth of programs in NIAID’s core scientific disciplines of microbiology, immunology, and infectious diseases. The planning, ongoing assessment, and management of a strategic human capital program and an organization effectiveness environment are critical to the ongoing success of the research goals of the NIAID. NIAID has a unique dual mandate to pursue a complex and diverse research portfolio in immunologic, allergic and infectious diseases while maintaining the capacity to quickly launch a research response to newly emerging and re-emerging infectious diseases. Recognizing the complexity in NIAID’s dual mandate and the talent and organization capacity needed to flex and respond to emerging outbreaks like the novel coronavirus, the Contractor will facilitate the strategic activities towards preserving NIAID as an employer that is capable of acquiring, developing, and retaining a high performing workforce necessary to achieve NIAID’s goals and objectives. NIAID must continuously adapt its human capital programs in real-time in order to continue to accomplish its mission in an ever changing workforce environment. NIAID’s current human capital challenges include developing and maintaining high levels of employee engagement (as we anticipate the loss of key workers due to retirement and the need for strategies to support this demographic shift), and developing the next generation of leaders who are prepared to step in. NIAID’s focus during the length of this contract include: investing in a culture that will evolve to support employees across all life phases; the ongoing development of technologies to facilitate these activities to enable metric driven decisions; and building strength through teaming with a focus on relationship building and strong communications. The scope of this contract is to provide assistance in support of long-term human capital strategy and talent management practices to plan for, acquire, engage, develop, train, and retain a superior workforce. Purpose and Objectives The scope of this contract is to provide assistance in support of long-term human capital strategy and talent management practices to plan for, acquire, engage, develop, train, and retain a superior workforce. These support services will serve to create alignment between the Institute’s strategy, people, systems and processes. While some contract resources are strategically planned in advance, the changing nature of the demands on NIAID’s workforce often foster unpredictability insofar as the use of contract resources daily. Contract support is needed to meet long-term strategic goals, as well as the in-the-moment demands on the workforce, thus dictating the need for a ready, agile cadre of consultants. The Contractor shall support the shifting volume of work in all of the areas of the human capital lifecycle and the overlapping demand for expertise (to include ad-hoc, short and long-term strategic human capital planning); workforce planning; talent development; organization development; and human capital services (such as the development of NIAID standard operating procedures and corresponding training materials); resolution of complex position management challenges; and project management. The contractor shall assist in developing and sustaining a high performing workforce to include performance management, organization assessments, climate assessments, and the transformation of learning and development in NIAID to mirror the future of work. Transformational learning will be applied to leadership, supervisory and employee learning, and development programs. The contractor shall support NIAID in building organization and leadership capacity through the use of established and innovative approaches to leadership and organization development. The Contractor shall provide support services as described below in the following Task Areas. Services shall be furnished according to individual task orders issued during the contract period of performance. Contractors shall have the capability to perform all activities under Task Area 1 simultaneously. Tasks include the development and execution of scientific and technical training, business skills training, leadership development, onboarding and mentoring activities, retreat facilitation, and coaching services. This requirement is anticipated to be awarded to multiple awardees as an Indefinite Delivery, Indefinite Quantity type contract with Time & Materials or Firm Fixed Price Delivery/Task Orders with a five-year ordering period beginning on or about June 1, 2022.
