This is a Combined Synopsis/Solicitation for commercial items, prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice, and shall be processed in accordance with FAR Part 13.5 – Simplified Acquisition Procedures for Certain Commercial Items. This announcement constitutes the only solicitation that will be provided in relation to the stated need contained herein. This solicitation, (75N92022Q00003) is issued as a Request for Quote (RFQ) and includes applicable provisions and clauses in effect through FAR Federal Acquisition Circular (FAC) 2022-04, effective January, 31 2022. BACKGROUND The National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS), Genomic Technology Section (GTS) provides genome-scale, high throughput sequencing services to basic and clinical researchers within the institute. The Genome Analysis Core Facility (GACF), like others at the National Institutes of Health (NIH) must implement emerging cutting-edge technology to maintain the leading edge on genomics and epigenetic research areas. To support the research of NIAMS Intramural Research Program (IRP), GTS needs to acquire reagents compatible with Chromium Controller Single-Cell Platform, an instrument acquired in 2020 (75N92020P00151) to perform single cell RNA-Seq. NIAMS Investigators task the core facility with single-cell analysis services using the platform’s molecular barcoding and analysis suite that deliver many mRNA transcripts per run. The Platform uses special reagents to produce epigenetic information of thousands of cells of up to eight different cell populations. These components will continue to support several research projects carried out to better understand the genetic determinants of autoimmune, auto inflammatory, and musculoskeletal diseases and gain insights into the pathogenesis of genetic and immunologic diseases at a single-cell level. The platform and its reagents have been configured to be compatible with 10X Genomics Chromium Controller to support a broad range of applications critical to the research. (d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
