The Department of Health and Human Services (HHS), National Institutes of Health (NIH), National Cancer Institute (NCI), Radiation Oncology Branch (ROB), plans to procure, on a sole source basis a maintenance contract supporting the government-owned dosimetry equipment manufactured by IBA Dosimetry from: IBA Dosimetry 3150 Stage Post Drive - Suite 110 Bartlett, TN 38133 The response close date of the notice for this requirement is in accordance with FAR 5.203(b). This acquisition will be processed under FAR Part 12 – Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106-1 (b)(1), and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 811210 and the business size standard is $34.0 million. The 3D Blue Water Phantom Helix beam system is an FDA-regulated medical device intended for reference dosimetry. It is used in the environment of a radiation therapy treatment unit to position various radiation detectors in order to measure the spatial distribution of radiation fields. The device’s software measures depth dose and cross field dose profiles by controlling the positioning of the detectors. The proprietary technology of the 3D Blue Water Phantom Helix has been designed by the Original Equipment Manufacturer (OEM) to meet all requirements to support safe, effective radiation treatment. Any performance deviations can potentially jeopardize ongoing NIH cancer patient care at ROB. The vendor IBA Dosimetry America is the sole North American distributor for the OEM of the 3D Blue Water Phantom Helix system, IBA Dosimetry GmbH. As such, IBA Dosimetry is the sole source for all proprietary parts and software of this system, and for the factory-trained, certified service personnel necessary for the proper maintenance of this equipment. To NCI knowledge, IBA Dosimetry does not allow third party providers, no other source exists for this requirement. Due to the proprietary nature of this requirement, IBA Dosimetry America is the only source that can perform maintenance or repairs on the 3D Blue Water Phantom Helix.
