AMENDMENT 0002 - This combined synopsis/solicitation has been amended to (1) update the technical requirements to include a standard uptime commitment; (2) update the reports and deliverables table to include the deadlines for the Transition Plan that were previously referenced in Section 5 only; (3) incorporate by reference FAR 52.237-3 Continuity of Services, which was previously referenced in Section 5 only; and (4) address additional questions submitted by interested vendors. ------------------------------ AMENDMENT 0001 - This combined synopsis/solicitation has been amended to (1) update the technical requirements and deliverables to remove references to development of an Android app and clarify the technical requirements for cross-platform capability; (2) update the deadlines in Attachment 1 – Application Milestones to match those found in the Deliverables section of the SOW; (3) correct minor errors throughout the Statement of Work (SOW); (4) address vendor questions; and (5) extend the question deadline. ------------------------------ The Department of Health and Human Services (HHS), National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Training (CCT) requires mobile application development services to deploy and enhance the NanCI iOS mobile application. This is a Combined Synopsis/Solicitation for commercial items, prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice, and shall be processed in accordance with FAR 13.5 - Simplified Procedures for Certain Commercial Products and Commercial Services. This announcement constitutes the only solicitation that will be provided in relation to the stated need contained herein. This solicitation is issued as a Request for Quote (RFQ) and includes applicable provisions and clauses in effect through FAR Federal Acquisition Circular (FAC) 2023-04 (06/02/2023). This requirement is a Total Women-Owned Small Business Set-Aside. The requirement’s North American Industry Classification System (NAICS) code is 541511 with a size standard of $30.0 million. NCI anticipates awarding one Firm-Fixed-Priced order as a result of this solicitation.
