Small Business Sources Sought Notice NCI Center for Global Health, Coordination, Data Analysis, and Technical Support 75N91023R00033 This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether there are small businesses; HUBZone small businesses; veteran owned small businesses; service-disabled veteran-owned small businesses; 8(a) small businesses; woman-owned small businesses; or small disadvantaged business; and (3) their size classification relative to North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. A determination by the Government not to compete this requirement as a set-aside based upon responses to this notice is solely within the discretion of the Government. Interested parties are expected to review this notice and the draft Statement of Work (SOW) to familiarize themselves with the requirements of this project; failure to do so will be at your firm¿s own risk. Background: The Center for Global Health (CGH) supports NCI's mission to improve cancer control worldwide. CGH contributes by advancing global cancer research and training and coordinating NCI engagement in global cancer control. CGH also represents NCI in international research partnerships, playing a key role in coordinating multinational research efforts for global benefit. The CGH vision is to reduce worldwide cancer suffering through global scientific discovery and dissemination. Two fundamental beliefs underlie this vision. First, current tools for achieving global cancer control are inadequate and new discoveries are needed. Second, existing tools for achieving global cancer control have been incompletely applied and greater population-level dissemination is needed. CGH¿s core values are impact, equity, and collaboration. These values inform CGH efforts to lead innovative programs with partners within and outside of NCI. The goals for these programs focus on research, research training, dissemination, and partnership, primarily in low- and middle-income countries (LMICs). CGH goals primarily focus on LMIC settings for CGH-led programs: 1. Support innovative, impactful research that (a) addresses key scientific issues in global cancer control and/or (b) leverages unique or unusual scientific opportunities afforded by collaboration with global partners 2. Support cancer research training that enables equitable, impactful global scientific collaboration 3. Promote the integration of current scientific knowledge into global cancer control policies and practice 4. Represent NCI and promote its engagement with key partners in global cancer research and control CGH engages in multiple research, training, and dissemination activities with international partners. To respond to the broad mandate given to the NCI and to fulfill its own mission, CGH is in need of technical support and coordination for research initiatives; program evaluation to determine the merit of training and other international programs; data and portfolio analyses to address timely research questions with available data and assess investment in different relevant research areas; and preparation of documents to disseminate information about research programs, global cancer control activities, and evaluation results and analyses. CGH leads multiple extramural initiatives in implementation science (IS) for cancer control in LMICs, along with in-house research initiatives and related activities. These new initiatives also make use of cooperative agreement mechanisms with the intent that CGH will have substantial involvement in the scientific activities conducted by grantees. In particular, given that global cancer implementation science remains at a relatively early stage of development, grantees working in this area will benefit greatly from sharing methods, measures, and solutions as they build their research programs. To facilitate this collaboration, CGH is creating a consortium across grantees to maximize NCI¿s investment across these multiple initiatives. Support is needed to enable collaboration across funded projects and initiatives in the consortium, as well as linking to other NCI and National Institutes of Health (NIH) IS initiatives. Purpose: The purpose of this Small Business Sources Sought Notice is to identify qualified small business concerns including HUBZone small businesses; veteran-owned small business, service-disabled veteran-owned small businesses; 8(a) small businesses; women-owned small businesses; or small disadvantaged businesses that are interested in and capable of performing the work described herein. The NCI does not intend to award a contract on the basis of responses received nor otherwise pay for the preparation of any information received. As a result of this SBSS notice, the NCI may issue a Request for Proposal (RFP). THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claim against the NCI shall arise as a result of a response to this Small Business Sources Sought Notice or the NCI¿s use of such information as either part of our evaluation process or in developing specifications for any subsequent requirements. Project Requirements & Objectives: The current acquisition, designated as the ¿NCI Center for Global Health, Coordination, Data Analysis, and Technical Support¿, encompasses three main technical task areas: (1) Technical support for CGH research, coordination, and evaluation activities; (2) Data and portfolio analysis, and production of accompanying reports; and (3) Science and technical writing, presentations, and documentation support. The key objective of this requirement is to provide support for CGH in the task areas identified above to further the mission of both CGH and NCI. Anticipated Period of Performance: It is anticipated that any award resulting from this solicitation will be an Indefinite Delivery/Indefinite Quantity (IDIQ) type contract. Task orders issued under this IDIQ contract are anticipated to be Firm Fixed Price, Time and Materials/Labor Hour, Cost-Plus-Fixed-Fee (CPFF), or a hybrid of the three task order types. The duration of the IDIQ contract is anticipated to be five (5) years. The anticipated start date is on or about September 2023. If a RFP is issued, the NCI anticipates that up to one IDIQ award may result from the issuance of the RFP. NAICS Code and Size Standard: In event a RFP is issued, the primary NAICS code for this acquisition is 541611, Administrative Management and General Management Consulting Services, which has a size standard of $24.5 million. Capability Statement/Information Sought: Sources are expected to have the technical capability, experience, and personnel to meet the requirements in the attached, draft Statement of Work (SOW). Respondents must be qualified and prepare a tailored capability statement that demonstrates a clear understanding of the requirement as outlined in the attached, draft SOW. The Capability Statement will be evaluated based on the information provided in relation to the project requirements and the current capability and capacity to: 1) Perform the work outlined in the Task Area(s) in the attached, draft Statement of Work; 2) Demonstrate relevant organizational experience for projects of similar size and scope to the current requirement; 3) Provide appropriate, qualified personnel for this project; and 4) Access appropriate resources (e.g., Facilities and Equipment) Information Submission Instructions: 1. Page Limitations: Interested, qualified small business organizations should submit a tailored capability statement for this requirement not to exceed eight (8) single-sided pages excluding all attachments, resumes, charts, and other relevant supporting documentation (single spaced, 12 point font minimum) that clearly details the firm¿s ability to perform the aspects of the notice described above and in the draft SOW. Tailored capability statements should also include an indication of current certified small business status. This indication should be clearly marked on the first page of your capability statement (preferably placed under the eligible small business concern¿s name and address) as well as the eligible small business concern¿s name, point of contact, address and Unique Entity ID (UEI) number. All pages must be numbered including attachments, resumes, charts, etc. 2. Delivery Point: All capability statements sent in response to this Small Business Sources Sought notice must be submitted electronically (via email) to Randall Tiqui, Contracting Officer at randall.tiqui@nih.gov in Microsoft Word or Adobe Portable Document Format (PDF). The subject line must specify 75N91023R00033. Facsimile responses will not be accepted. 3. Common Cut-Off Date: Electronically submitted tailored capability statements are due no later than 2:00 PM (Eastern Prevailing Time) on Tuesday, March 14, 2023. CAPABILITY STATEMENTS RECEIVED AFTER THIS DATE AND TIME WILL NOT BE CONSIDERED.
