The Department of Health and Human Services (HHS), National Institutes of Health (NIH), National Cancer Institute (NCI), Neuro-Oncology Branch (NOB) plans to procure, on a sole source basis, S-PLEX Neurology Panel 1 (human) Kits from: MESO SCALE DIAGNOSTICS, LLC: 1123385 1601 RESEARCH BLVD. ROCKVILLE MD 208503126 The response close date of the notice for this requirement is in accordance with FAR 5.203(b). This acquisition will be processed under FAR Part 12 – Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106-1 (b)(1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 334516 and the business size standard is 1,000 employees. SCOPE See attached Statement of Work (SOW). The NOB requires S-PLEX Neurology Panel 1 (human) Kit to be used on an existing MESO QuickPlex SQ 120MM plate reader to evaluate serum levels of proteins associated with neurodegeneration, which are present in the blood at low concentrations. The purchase of the panels is indispensable for the use of the equipment, which is fundamental for projects current underway at NOB. The S-PLEX Neurology Panel 1 (human) Kit includes three biomarkers that are associated with neurodegenerative diseases: neurofilament light chain (NfL), tau, and glial fibrillary acidic protein (GFAP). S-PLEX can dramatically improve the sensitivity of immunoassays, reducing the lower limit of detection (LLOD) by 10- to 1000-fold over other assay methods. MSD utilizes proprietary labels and their S-PLEX products are the only consumables available that are capable of running on the MSD platform. S-PLEX products are manufactured and sold solely by Meso Scale Discovery (MSD), a division of Meso Scale Diagnostics, LLC. S-PLEX products are compatible only with instruments sold by MSD and vice versa.
