The Department of Health and Human Services (HHS), National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research plans to procure, on a sole source basis, services to maintain and provide preventive maintenance for the Government owned Yokogawa CV7000 and Yokogawa CV8000 high-throughput Microscopy Systems from: Yokogawa Corporation of America. 2 Dart Road Newnan GA 30265 The response close date of the notice for this requirement is in accordance with FAR 5.203(b). This acquisition will be processed under FAR Part 12 – Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106-1 (b)(1), and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 811210 – Other Electronic and Precision Equipment Repair and Maintenance and the business size standard is $34 million. SCOPE See attached Statement of Work (SOW). HiTIF/NCI is requesting a Sole Source service contract from Yokogawa Corporation of America for the government owned Yokogawa CV7000/ CV8000 automated high-throughput microscope and workstation because any other vendor choice would compromise the integrity of the HiTIF/NCI experiments and the performance of the CV7000/ CV8000. These are the reasons in support of this statement to NCI’s knowledge: 1) Yokogawa Corporation of America is the OEM, sole proprietary owner of and sole international distributor of the Yokogawa high-throughput microscope; 2) Yokogawa Corporation of America is the OEM to provide all the spare microscope components for the CV7000/ CV8000; 3) Yokogawa Corporation of America is the only vendor to have these components in stock in the continental US; 4) Yokogawa Corporation of America is the only vendor that can provide factory-trained engineers and original replacement parts to troubleshoot and repair both hardware and software (CV7000/ CV8000 Control Software and Analysis software); and 5) Yokogawa Corporation of America is the sole proprietary owner of and has copyright of the CV7000 Control and Analysis software, and can provide software updates to the CV7000/ CV8000. Therefore, Yokogawa is the only source that can meet the Government’s needs at this time.
