The U.S. Department of Health and Human Services (HHS), National Institutes of Health (NIH), National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Surveillance Research Program (SRP) intends to procure, on a sole source basis, annual population estimates for counties and census tracts by sex, age, and race from Woods & Poole Economics, Inc., 4910 Massachusetts Ave. NW, Ste. 208, Washington D.C. 20016-4368, United States. The response close date of the notice for this requirement is in accordance with FAR 5.203(b). This acquisition will be processed under FAR Part 12 – Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106-1(b)(1); and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 541720 and the business size standard is $22 million. 1.0 BACKGROUND The U.S. Department of Health and Human Services (HHS), National Institutes of Health (NIH), National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Surveillance Research Program (SRP) has a requirement to obtain annual population estimates for counties and census tracts based on the counts produced by the US Census Bureau every calendar year. These population estimates are necessary for calculation of detailed national estimates of cancer incidence, survival and mortality. The primary functions of the NCI, DCCPS, SRP are to: (1) plan, develop, coordinate, and maintain a comprehensive national program to measure and report periodically on cancer in the United States population, providing accurate, reliable, and detailed national estimates of cancer incidence, survival and mortality and integrates patient data with associated demographic, behavioral and medical data; (2) plan, develop and direct a quality control program which establishes, monitors, and maintains national and international collaboration and liaison with organizations and agencies that promote comparability of cancer information systems; (3) plan and direct surveillance studies that coordinate with other research efforts in the Division, Institute and other Federal agencies; and (4) develop and implement, using statistical modeling and operations research techniques, methodologies to resolve quantitative questions in cancer prevention, control, and surveillance, including analysis of trends, forecasting cancer rates, and development of models for diffusion of cancer control. The Surveillance, Epidemiology, and End Results (SEER) Program is a comprehensive program that the National Cancer Institute (NCI) uses to support cancer surveillance activities. SEER currently collects and publishes cancer incidence and survival data from population-based cancer registries covering approximately 34.6 percent of the U.S. population. SEER is supported by the NCI/DCCPS/SRP. SRP provides national leadership in the science of cancer surveillance as well as analytical tools and methodological expertise in collecting, analyzing, interpreting, and disseminating reliable population-based statistics. 2.0 OBJECTIVE The purpose of this requirement is to obtain annual population estimates for counties and census tracts based on the counts produced by the US Census Bureau. These specifically developed estimates will be used to produce cancer statistics and to monitor trends over time by county and census tract characteristics such as age, gender, race, as well as by other population socioeconomic characteristics. In addition to meeting crucial NCI data needs, these estimates will enable NCI scientists to better assess sociodemographic patterns and disparities in cancer rates. 3.0 CONTRACTOR REQUIREMENTS 3.1 BASE REQUIREMENT #1 The Contractor shall compute and provide Census Tract Data 2010 to 2019 (based on 2010 geographies). The data shall be estimated based on SEER county population by age, race/ethnicity, and gender data through 2020, release version Vintage 2020, using proportional methodology with the NCI/Idaho hybrid forecasting model and an NCI method for allocating Census 2010 multiple race population. The data shall be annual for every year, 2010 through 2020 (11 years of data.) The data shall include all U.S. census tracts as defined in the 2010 Census (73,057 census tracts) and are provided in rounded and unrounded form. The data 2010 to 2020 shall be based on Vintage 2020 postcensal county estimates and 2010 census tract definitions. The data shall be for the 19 age cohorts, five race/ethnicity groups, and for male and female separately (a total of 190 age, gender, and race/ethnicity groups). The sum of population by age, gender, race/ethnicity shall be equal total residential population. The age cohorts and race/ethnicity groups shall be: Age 0 Age 1-4 Age 5-9 Age 10-14 Age 15-19 Age 20-24 Age 25-29 Age 30-34 Age 35-39 Age 40-44 Age 45-49 Age 50-54 Age 55-59 Age 60-64 Age 65-69 Age 70-74 Age 74-79 Age 80-84 Age 85 and over White Non-Hispanic Black Non-Hispanic American Indian and Alaska Native Non-Hispanic Asian American and Pacific Islander Non-Hispanic Hispanic of any race Total Population (sum of five race/ethnicity by age and gender). 3.2 BASE REQUIREMENT #2 The Contractor shall compute and provide Census Tract Data for 2000 to 2010 (based on 2010 geographies). The data shall be estimated based on SEER county population by age, race/ethnicity, and gender data through 2020, release version Vintage 2020, using proportional methodology with an NCI method modification for allocating Census 2000 and 2010 multiple race population. The data shall be annual for every year, 2000 through 2010 (11 years of data.) Census tract data for 2000 based on 2010 geographies shall be estimated using the Census Bureau 2000-2010 Census Tract Relationship File. The data will include all U.S. census tracts as defined in the 2010 Census (73,057 census tracts) and shall be provided in rounded and unrounded form for both hurricane Katrina and Rita adjusted and unadjusted geographies. The data 2000 to 2010 shall be based on Vintage 2020 postcensal county estimates and 2010 census tract definitions. The data shall be for the 19 age cohorts, five race/ethnicity groups, and for male and female separately (a total of 190 age, gender, and race/ethnicity groups). The sum of population by age, gender, race/ethnicity shall equal total residential population. If an optional quantity CLIN is exercised, it shall be exercised via unilateral modification. The Contractor shall compute and provide Census Tract Data 2000 to 2010 (based on 2000 geographies). The data shall be estimated based on SEER county population by age, race/ethnicity, and gender data through 2020, release version Vintage 2020, using proportional methodology with an NCI method modification for allocating Census 2000 and 2010 multiple race population. The data shall be annual for every year, 2000 through 2010 (11 years of data.) Census tract data for 2000 shall be based on 2010 geographies are estimated using the Census Bureau 2000-2010 Census Tract Relationship File. The data shall include all U.S. census tracts as defined in the 2010 Census (73,057 census tracts) and are provided in rounded and unrounded form for both Katrina/Rita adjusted and unadjusted geographies. The data 2000 to 2010 are based on Vintage 2020 postcensal county estimates and 2000 census tract definitions. The data shall be for the 19 age cohorts, five race/ethnicity groups, and for male and female separately (a total of 190 age, gender, and race/ethnicity groups). The sum of population by age, gender, race/ethnicity equal total residential population. The services specified in each contract line item (CLIN) have been determined to be nonseverable services – a specific undertaking or entire job with a defined end product of value to the Government. 5.0 PERIOD OF PERFORMANCE The anticipated period of performance shall be for twelve (12) months from June 15, 2022, to June 14, 2023. The Government may elect to exercise the Optional Task CLIN outlined in section 3.3 at any time during each 12-month period of performance. The Optional Task CLIN may be exercised in accordance with FAR 52.217-7, entitled “Option for Increased Quantity – Separately Priced Line Item.” 6.0 PLACE OF PERFORMANCE All work shall be performed at the Contractor’s facility. 7.0 REPORT(S)/DELIVERABLES AND DELIVERY SCHEDULE Tasks 4.1 and 4.2 (BASE REQUIREMENTS #1 & #2): All Population Data shall be in Excel Format and uploaded on the secure exchange server provided by NCI within four (4) months after award. Task 4.3 (OPTIONAL TASK): All Population Data shall be in Excel Format and uploaded on the secure exchange server provided by NCI within four (4) months after exercising the Optional Task CLIN. 8.0 UNIQUE QAULIFICATIONS OF THE CONTRACTOR Woods & Poole Economics, Inc. specializes in developing detailed data sets and forecasts that are used by researchers as input to a wide range demographic, economic, planning, and modeling applications. Woods & Poole Economics has over 30 years of extensive experience producing intercensal estimates of the state and country populations by single year of age, gender, and detailed racial/ethnic group. The population estimates and other time series data they produce are used by demographers, economists, and researchers in the military, federal government, state and local government, universities, and institutions nationwide. Woods & Poole Economics is the only known entity in the United States that estimates and maintains detailed population component time series data for small geographical areas from 1970 to 2030. that it is consistent across racial/ethnic definition changes, geographic boundary changes, and decennial Census results since 1970. Woods & Poole Economics previously developed the methodology and expertise to produce customized population estimates for the SRP. These previous estimates have been used by the SRP extensively and successfully to produce required annual cancer statistics for presentation to the NCI Director, on NCI websites, and appear in numerous publications, software applications, and data sets available to the public. The current requirement must be facilitated using the same methodology and expertise to assure consistency with earlier datasets and timely delivery. Any change in vendor would not be scientifically comparable to previous findings and would be disruptive to the overall project. 9.0 RESPONSE INSTRUCTIONS This notice is not a request for competitive quotations. However, if any interested party, especially a small business, believes it can meet the above requirement, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain material in enough detail to allow NCI to determine if the party can perform the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement.
