The title and section 4.1 statement have been revised. ** 1.0 DESCRIPTION This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice, and shall be processed in accordance with FAR Part 13 - Simplified Acquisition Procedures. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation, 75N91022Q00041, is issued as a request for quotation (RFQ) and includes all applicable provisions and clauses in effect through FAR Federal Acquisition Circular (FAC) 2022-04 (01-30-2022), simplified acquisition procedures for commercial items. The North American Industry Classification System code is 334111 and the business size standard is 1,250 employees. One (1) firm fixed price purchase order award will be made as a result of this solicitation. THIS IS A TOTAL SMALL BUSINESS SET-ASIDE. 2.0 BACKGROUND The Department of Health and Human Services (DHHS), National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Cell Biology (LCB) is focused on the processing, transport, and metabolism of proteins and small molecules related to malignant transformation, metastasis, and multidrug resistance in cancer. The LCB has one (1) existing Government-owned Thermo Fisher Titan Krios Electron Microscope (serial # D3211) which is used to collect a high volume of raw data for these studies. The requested workstation will provide the ability to compute high quality micrographs and atomic resolution 3D electron density maps from the raw data. The LCB currently relies on the computation nodes provided by Biowulf/NIH high performance clusters (HPC). However, due to recent high demand for HPC, requesting computation nodes has been difficult due to long wait time and limited resources. The LCB’s goal is to start image processing as the raw image is recorded and transferred. Immediate processing will allow the LCB to monitor the microscope performance as well as specimen quality. The required software will provide many useful computation tools for 3D classification and refinement, which are required for high impact scientific research. The LCB actively investigates biochemical specimen in cancer, anti-parasitic treatments, and covid19 therapeutics. Therefore, the acquisition of the required GPU workstation would significantly improve processing efficiency and resolution of the 3D structures in the LCB. 3.0 TYPE OF ORDER This is a Firm Fixed-Price Purchase Order. 4.0 SPECIAL ORDER REQUIREMENTS 4.1 PRODUCT FEATURES/SALIENT CHARACTERISTICS The Government requires one Single Particle Mainstream GPU workstation (Model: PCS-M79-G4) or equivalent. The following product features/characteristics apply to this acquisition: • The equipment shall be compatible with the existing Titan Krios Electron Microscope allowing the equipment to read and process the raw image format from the microscope and camera imaging system. • The equipment shall contain dual Intel Xeon Gold CPU chips with the capability of processing 24 cores per chip. The dual CPU configuration is required to handle any image processing that cannot be performed using GPU. • The equipment shall have preinstalled 512GB RAM memory. A high volume of RAM is required for heavy computation processes and database handling. • The equipment shall include four Nvidia RTX 3090 Graphic Cards, 24GB VRAM. The GPU are the main processing power to convert raw micrographs into 3D volume rendering. • The equipment shall include 480GB SSD for Boot Drive, thus allowing storage of the operating system as well as computation software packages. • The equipment shall have a preconfigured 2TB NVMe SSD for scratch drive, which will allow for fast-readout intermediate dataset during processing. • The equipment shall have a preconfigured 8x 14TB HHD RAID. This shall be the main storage drive for raw data and the final 3D renderings. • The equipment shall contain a dual 10 Gigabit ethernet adapter, allowing a high-speed connection to the microscope and the future data server. • The equipment shall have cryo-EM software preinstalled. The required software is specialized for imaging processing and must be installed and tested by cryoEM experts prior to delivery 4.2 DELIVERY / INSTALLATION The Contractor shall deliver the equipment within 120 business days of Purchase Order award. The Contractor shall coordinate delivery and tracking information with the NCI Technical Point of Contact (TPOC), TBD at award. All shipping/handling (including FOB) and delivery/installation fees inclusive of parts and labor, shall be included. Upon delivery, the Contractor shall notify the TPOC to schedule the installation date and time, which shall occur within 30 business days of delivery. The Contractor shall deliver the equipment to the following address: TBD at Award 37 Convent Dr. Building 37, Room 2122B Bethesda, MD 20892 4.3 WARRANTY The Contractor shall warrant that any instruments, equipment, and components, or other supplies (“Supplies”) procured by this purchase are free of defects in design, material, or manufacture for a period of at least three (3) calendar years from date of acceptance by the Government. The Contractor shall warrant that all consumables or expendable parts are free of defects in design, material or manufacture for a period of at least 90 calendar days from date of installation. Supplies which are repaired or replaced shall be warranted for the remainder of the initial warranty period or for 90-days – whichever is greater. 4.4 PROCEDURES DURING COVID-19 PANDEMIC Due to the current COVID-19 pandemic, the Contractor must pay close attention to the following delivery instructions. Please be aware that due to the fluidity of the existing pandemic, instructions may be updated as needed after award. - The equipment shall be delivered within the timeframe listed in section 4.2 above. - The Contractor shall: • Store or hold equipment until NCI is ready to accept the equipment at no additional cost; • The equipment shall not be sold to another business in the event NCI is not ready to accept delivery due to unanticipated changes related to COVID-19; and - Communicate and follow instructions from the TPOC to coordinate delivery and installation in accordance with the timeframes stated in sections 4.2. The delivery address and TPOC’s information will be provided at the time of award and must be included as part of the order/shipping label. - All companies delivering to NIH’s main campus shall comply with Commercial Vehicle Inspection Facility (CVIF) access procedures. CVIF will provide a list of buildings with loading docks. - Delivered items will be logged in and the loading dock Contractor or Government employee will attempt to contact the TPOC for inspection and acceptance of the package. In the event the TPOC is unable to accept the package, the equipment shall not be left at the loading dock station. The Contractor shall confirm another attempt will be made to deliver on another date, to be coordinated with the TPOC, at no additional cost. - Deliveries shall only be made between 6AM to 4PM, Monday through Friday. Note: Delivery personnel may be asked a series of questions related to recent travels and if any physical symptoms relevant to COVID 19 exist. 5.0 INVOICE SUBMISSION AND PAYMENT Payment shall be made upon delivery, inspection and acceptance by the Government. Payment authorization requires submission and approval of invoices to the TPOC and NIH OFM, in accordance with the payment provisions listed below: The following clause is applicable to all Purchase Orders, Task or Delivery Orders, and Blanket Purchase Agreement (BPA) Orders/Calls: Prompt Payment (Jan 2017) FAR 52.232-25. Highlights of this clause and NIH implementation requirements follow: I. Invoice Requirements A. An invoice is the Contractor's bill or written request for payment under the contract for supplies delivered or services performed. A proper invoice is an "Original" which must include the items listed in subdivisions 1 through 12, below, in addition to the requirements of FAR 32.9. If the invoice does not comply with these requirements, the Contractor will be notified of the defect within 7 days after the date the designated billing office received the invoice (3 days for meat, meat food products, or fish, and 5 days for perishable agricultural commodities, dairy products, edible fats or oils) with a statement of the reasons why it is not a proper invoice. The due date for making invoice payments for meat and meat food products, perishable agricultural commodities, dairy products, and edible fats or oils, shall be in accordance with the Prompt Payment Act, as amended. III. Interest Penalties A. An interest penalty shall be paid automatically, if payment is not made by the due date and the conditions listed below are met, if applicable. 1. A proper invoice was received by the designated billing office. 2. A receiving report or other Government documentation authorizing payment was processed and there was no disagreement over quantity, quality, or contractor compliance with a term or condition. 3. In the case of a final invoice for any balance of funds due the contractor for supplies delivered or services performed, the amount was not subject to further settlement actions between the Government and the Contractor. B. Determination of interest and penalties due will be made in accordance with the provisions of the Prompt Payment Act, as amended, the Contract Disputes Act, and regulations issued by the Office of Management and Budget. IV. PROVIDING ACCELERATED PAYMENT TO SMALL BUSINESS SUBCONTRACTORS, FAR 52.232-40 (December 2013) a. Upon receipt of accelerated payments from the Government, the Contractor shall make accelerated payments to its small business subcontractors under this contract, to the maximum extent practicable and prior to when such payment is otherwise required under the applicable contract or subcontract, after receipt of a proper invoice and all other required documentation from the small business subcontractor. b. (d) Comptroller General Examination of Record. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
