The hour and date specified for receipt of Offerors is unchanged. Offerors MUST acknowledge receipt of the amendment prior to the hour and the date specified in the solicitation or as amended, by separate letter, telegram, or Electronic Mail which includes a reference to the RFP and Amendment number(s). For your convenience, the Proposal Intent Response Form is provided in SECTION J - List of Attachments of this RFP, for this purpose. FAILURE OF YOUR ACKNOWLEDGMENT TO BE RECEIVED AT THE PLACE DESIGNATED FOR THE RECEIPT OF OFFERORS PRIOR TO THE HOUR AND DATE SPECIFIED MAY RESULT IN REJECTION OF YOUR OFFER. This Amendment hereby revises this RFP to address the three items below: 1. The reference to the required “Government Notice for Handling Proposal” mentioned under Attachment 16 – Additional Technical Proposal Instructions under TECHNICAL PROPOSAL- TABLE OF CONTENTS, GENERAL INSTRUCTIONS, SECTION 1, C. GOVERNMENT NOTICE FOR HANDLING PROPOSALS, is hereby deleted in its entirety. 2. Attachment 18 – HHS SUBCONTRACTING PLAN TEMPLATE, is hereby deleted and replaced with HHS SUBCONTRACTING PLAN TEMPLATE updated on January 12, 2021, to reflect the change in the Small Business goal of 33.25%. 3. RFP Section L - INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS, Section c. BUSINESS PROPOSAL INSTRUCTIONS, Section 6. Small Business Subcontracting Plan, number 11 is hereby updates the following paragraph: HHS expects each procuring activity to establish minimum subcontracting goals for all procurements. The anticipated minimum goals for this RFP are as follows: 33.25% for Small Business; 5% for Small Disadvantaged Business; 5% for Women-Owned Small Business; 3% for HUBZone Small Business; and 3% for Veteran-Owned Small Business and Service-Disabled Veteran-Owned Small Busines
