The Department of Health and Human Services, National Institutes of Health, National Cancer Institute (NCI), NCI/ Division of Cancer Epidemiology and Genetics (DCEG)/ Integrative Tumor Epidemiology Branch (ITEB) plans to procure, collection of saliva for germline DNA for susceptibility analyses and as reference for the DNA panel sequencing analysis from patients enrolled in the genomic study (n~700) as well as from healthy blood donors matched to cases by age and ethnicity as controls (n~700). on a sole source basis, from Aga Khan University Hospital, located at 2nd Parklands Avenue Off Limuru Road, Nairobi, Kenya. The response close date of the notice for this requirement is in accordance with FAR 5.203(b). This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106-1(b)(1); and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 541990 (All Other Professional, Scientific and Technical Services) and the small business size standard is $16.5 Million. The Aga Khan University Hospital in Nairobi (AKUHN) is uniquely qualified to perform this work because its lead Kenya PI in the ongoing NCI Kenya genomic study, in which they collected tissue samples, as well as clinical and epidemiologic data from multiple hospitals across Kenya. The goal of this procurement is to collect saliva for germline DNA for susceptibility analyses and as reference for the DNA panel sequencing analysis from the same set of patients enrolled in the genomic study as well as from healthy blood donors matched to breast cancer patients as controls. It’s essential that the samples be collected from patients that were previously involved in this program in order to maintain research integrity, and to ensure scientifically comparable data. In a pilot study of contacting 200 patients, they have determined they will be able to collect saliva and outcome data from ~80% participants. Only the Aga Khan University Hospital in Nairobi has the necessary access to this patient population, as such they are the only source capable of fulfilling the need as stated in the Statement of Work. The anticipated award will be a Firm-Fixed-Price Purchase Order for severable services, with an anticipated Period of Performance of 12 Months from the date of award. This notice is not a request for competitive quotation. However, if any interested party, especially a small business, believes it can meet the above requirements, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain sufficient details to allow NCI to determine if the party can perform the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
