The purpose of this Sources Sought Notice is to identify qualified Small Business concerns including 8(a), HUBZone or Service-Disabled Veteran-owned businesses that are interested in and capable of performing the work described herein. The NCI does not intend to award a contract on the basis of responses received nor otherwise pay for the preparation of any information submitted. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This requirement is assigned North American Industry Classification System (NAICS) code 812930 with a size standard of $38.5 million. As a result of this Sources Sought Notice, the NCI may issue a Request for Quotation (RFQ). THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against NCI shall arise as a result of a response to this Sources Sought Notice or the NCI’s use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. BACKGROUND The NCI Office of Space and Facilities Management renovated a space floor for a group of NCI-Ca-HUB employees at 11400 Rockville Pike. Ca-hub occupied the space on April 16th, 2010 and OSFM originally obtained 48 non-reserved and 2 reserved parking spaces through parking cards for the employees who moved to the 11400 Rockville Pike. The number of parking cards is now 84 non-reserved spaces and it changes on a monthly basis because 11400 Rockville Pike is serving as a swing facility for NCI programs that are having their office spaces renovated. The original price per parking card was $75 in 2012, and that amount increased to $85 per parking card in 2014. Atlantic Services Group (ASG) owns the only parking garage that is used to provide parking for the tenants at 11400 Rockville Pike facility. They have owned this facility since NCI moved into 11400 Rockville Pike and are the only company that can provide parking services for this facility. There is no other vendor who can provide parking services at that facility. OBJECTIVE To provide parking cards for NCI employees temporarily relocating to 11400 Rockville Pike, Rockville, MD 20852, also known as North Bethesda Place II. SCOPE To acquire parking cards for the North Bethesda Place II, 5515 Security Lane parking garage serving the NCI Swing space located at 11400 Rockville Pike facility for NCI employees who temporarily work at that facility while their permanent worksites are being renovated. CONTRACT REQUIREMENTS/ AND PERSONNEL QUALIFICATIONS The contractor is to provide NCI with parking cards that will allow NCI staff to enter and to exit the parking garage at 5515 Security Lane. The contractor is to provide the ability to activate and to deactivate the cards at the discretion of the designated COR within NCI. The contractor is to provide timely service for any equipment failure which inhibits NCI staff from entering or exiting the garage at 5515 Security Lane. TYPE OF ORDER This will be issued as a Severable Firm Fixed Priced Purchase Order PERIOD OF PERFORMANCE The base period of performance shall be for a twelve (12) months base period with four (4) 12-month option periods. Base Period: June 11, 2020 through June 10, 2021 Option Period One: June 11, 2021 through June 10, 2022 Option Period Two: June 11, 2022 through June 10, 2023 Option Period Three: June 11, 2023 through June 10, 2024 Option Period Four: June 11, 2024 through June 10, 2025 PLACE OF PERFORMANCE 5515 Security Lane Rockville, MD 20852-5002 How to Submit a Response: Page Limitations: Interested qualified small business organizations should submit a tailored capability statement for this requirement not to exceed 10 single sided pages including all attachments, resumes, charts, etc. (single spaced, 12-point font minimum) that clearly details the ability to perform the requirements of the notice described above. All proprietary information should be marked as such. Responses should include a minimum of a one page resume of the individuals meeting the requirements, and up to two pages demonstrating experience over the past two years meeting the requirements of this notice. Statements should also include an indication of current small business status; this indication should be clearly marked on the first page of your capability statement (preferable placed under the eligible small business concern’s name and address). Responses will be reviewed only by NIH personnel and will be held in a confidential manner. Organizations shall demonstrate 1.) Technical Approach 2.) A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through sam.gov.
