The Indian Health Service (IHS) is conducting a SOURCES SOUGHT to identify potential vendors capable of providing Locums Medical and Administrative Staffing for the Portland Area Indian Health Services Clinics; including locations in Washington, Idaho, and Oregon. Positions specifics will be determined at a later time, but should include Medical, Dental, Laboratory, Pharmacy and optomotry, varying position in skill levels and certification. This Sources sought announcement is for market research purposes to identify and document all sources capable of providing Locums Services; as such for this Sources Sought notice, there is no socio-economic categories or set asides accompanying this research. Both small and large business are encouraged to provide capability statements and supporting documentation. In addition to the above referenced Indian Health Services, makes no guarantees to any awards or contractual agreements resulting from this market research request. Though if a future need arises, IHS will have adequate current market posture, and information to guide in any forecasted procurements while adhering to agency specific requirements as stated below. This is NOT a solicitation for proposals, proposal abstracts, or quotations. Pursuant to 48 CFR Part 326, Subpart 326.603-3 and Indian Health Manual (IHM) 5.5-6, IHS must use the negotiation authority of the Buy Indian Act, 25 U.S.C. 47, to give preference to Indian Economic Enterprises (IEE) and Indian Small Business Economic Enterprises (ISBEE) whenever the use of that authority is authorized or practicable. The Government is seeking to identify IEE or ISBEE as well as all other categories of companies capable of providing Locums Services to multiple Portland Area Clinic locations. Any vendor responding to this notice should submit their capability statement as well as the IHS Buy Indian Act Indian Firm Representation form (attached) if applicable. Instructions for submission are outlined below. This notice is intended strictly for market research pursuant to FAR Part 10 and to obtain information regarding: (1) the availability and capability of all qualified native small businesses; (2) whether they are Small Businesses; SBA Certified 8(a), SBA Certified Historically Underutilized Business Zones (HUBZone), Woman Owned Business (W); Woman Owned Small Business (WOSB), Economically Disadvantaged Women Owned Small Business (EW), Veteran Owned Small Business (v); Service Disabled Veteran-Owned Small Business (SDVOB), and SBA Certified Disadvantaged Small Business (D), and (3) their size classification according to the North American Industry Classification System (NAICS) code for the proposed acquisition.
