The Portland Area Indian Health Service (PAIHS) has a requirement for carpet cleaning service located in Western Oregon Service Unit aka Chemawa Indian Health Center. The Prospective Offerors are invited to submit quotation in reference to solicitation no. 75H71321Q00013. The solicitation package is comprised of all information including the estimated requirements, statement of work and applicable attachments (See attachments for details). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05 dated March 10, 2021. This solicitation will be set-aside for Small Business Indian Firms (SBIF) pursuant to the Buy Indian Act 25 U.S.C. 47. If IHS does not receive at least two offers that are reasonably priced offers from SBIF's, IHS will then evaluate quotes and consider award to other small business concerns under the following 3-tier cascading set-aside (in order of first consideration to last consideration): • 1st Tier-Small Business Indian Firms • 2nd Tier - Service Disabled Veteran Owned Small Businesses • 3rd Tier-All other Small Business Concerns. The NAICS code is 561740 and the small business size is $5.5M. Interested firms shall submit a quote to allan.gaerlan@ihs.gov. Price shall include all necessary supervision, management, labor, transportation, equipment, materials, any other direct incidental costs, overhead and profit unless the cost is identified as separately price line item. The basis of award is the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and past performance.
