The Indian Health Service (IHS), Portland Area Office intends to issue a single source, firm-fixed price purchase order to NAVEX Global Inc. The proposed procurement is for the annual renewal of an existing policy & procedure software license for Western Oregon Service Unit (WOSU), Chemawa Indian Health Center. In pursuant to FAR subpart 13.106-(b), only one responsible source has been identified as reasonably available to provide the services that will satisfy the agency requirement. The contractor provides the service to WOSU in addition to other federal sites within the Portland Area IHS and within the agency. Consistency in systems across the agency are essential in providing a reliable system to staff and the resources to support it. The impact to government if not awarded is that all current policies and procedures to include all required trainings would need to be transferred to a new system not consistent with the Portland Area IHS and other service units within the agency. This would affect WOSU’s ability to maintain compliance in AAAHC accreditation. The only known source available that is able to complete the contract requirements is Navex Global Inc. The period of performance is from 04/19/2021 to 04/18/2024 (including options). The NAICS code is 611430 and the small business size standard $38.5 million. No solicitation document exists for this requirement. No responses to the notice of intent to single source are anticipated.
