The Indian Health Service (IHS), Portland Area Office intends to solicit one (1) firm fixed price commercial items services for Electronic Billing Services to a single source, Change HealthCare Operations, LLC in pursuant to FAR subpart 13.106-1(b)(i). Change HealthCare Operations, LLC was previously under Portland Area Office Area wide Blanket Purchase Agreement that ended on March 7, 2019.The Portland Area Office advised the Service Units that use Change HealthCare Operations, LLC, to establish their own Purchase Order. This is a follow-on to getting a Purchase order in place for Western Oregon Service Unit (WOSU) aka Chemawa Indian Health Center. The electronic billing services provide three (3) electronic billing services for WOSU. The three accounts are Claim Master which includes Payment Manager & ERA services, Dental Connect & Dental Claims services and Pharmacy electronic billing services. Portland Area Service Units have been utilizing this firm for private insurance export for many years. As a result, WOSU created a cost analysis of the trend when the service unit utilize Change HealthCare’s services. Exporting through Change HealthCare does not require extra material, equipment or any adjustment with WOSU’s two full-time employee’s tour of duty. WOSU provides medical, dental, Behavior health, Optometry and Pharmacy services for approximately 5,000 active patients. WOSU’s Business office requires the use of Change Healthcare’s services to bill private insurance companies electronically. The NAICS code is 541990 and the small business size standard $15.0 Million. All responsible sources may submit a capability statement which shall be considered by the agency. Responses shall be received by June 24, 2020, 12:00 P.M. (PST) in order to be considered.
