The hospital either depends on the chiller or the flat plate heat exchanger, which both depend on one cooling towers for heat transfer. This will improve the heat transfer capacity. The fill itself has deposits which reduce the surface area available for heat transfer. The water is chemically treated but the chemicals do not remove all of the deposits. When the tower is cleaned mechanically, the power spray cleaners often damage the material.
