Indian Health Service (IHS), Phoenix Area Office is conducting this Sources Sought to identify businesseses who possess the capabilities to provide an enterprise research platform for survey development, distribution, and data collection. The platform must include unlimited research licenses, responses and includes setup implementation, training, custom script programming, and community management. In addition, the requirement is to provide leverage to several programs in the Phoenix Area, including Quality Management, COVID- IC Operations Response Team, Directors Administration Office, Clinical Support Center, and Information Resource Management. PAIHS needs a platform that does not require Third Part Website assessment before use due to the cloud-based system. The designated NAICS code is 541511 Custom Computer Programming Services, with a size standard of $25M. Responses shall reference this Sources Sought announcement number, “75H71221Q00028 Sources Sought - PAO Enterprise Survey Software Platform Research License.” This is not a Request for Proposal (RFP). Indian Health Service is utilizing this tool as part of market research. Your responses will assist IHS in the development of its possible RFP and in determining whether any type of small business set-aside is possible for this procurement or whether full and open competitive procedures should be utilized.
