The Billings Area Indian Health Services (IHS) hereby provides notice of its intent to award a sole-source modification under the authority of FAR 6.302-1 and posted IAW FAR 5.301. The current contractor, AB Staffing Solutions, LLC, is providing services through an Indefinite Delivery Indefinite Quantity (IDIQ) contract established for Clinical Laboratory Scientist/Clinic Laboratory Technician Services and has one 12-month option period remaining to the contract, beginning February 1, 2023. The modification will increase the ceiling to IDIQ# 75H70920D00005 in the amount of $4,401,248.00. The ceiling increase is required in response to staff shortages in this department due to the COVID-19 pandemic. The increase was not anticipated and the process of conducting new competition would cause unacceptable delays in fulfilling agency requirements. Without the increase to the ceiling of the existing IDIQ, Billings Area IHS cannot ensure continuation of essential direct patient care in support of the Indian Health Service’s mission. This is not a request for competitive proposal and no solicitation is available. This synopsis is to give notice of the Government’s intent to make a sole source modification to an existing contract. Firms that believe they can provide Clinical Laboratory Scientist/Clinic Laboratory Technician Services are encouraged to identify themselves and give written notification within 5 days of the publication date of this notice. A determination by the Government not to compete this action is within the discretion of the Government. Information received will be considered solely for the purpose of determining to conduct a competitive procurement.
