The Indian Health Service seeks a contractor to provide Mental Health First Aid Instructor Certification Services under a firm-fixed-price purchase order, supporting the IHS Headquarters Office of Clinical and Preventive Services on an Agency-wide basis. The anticipated period of performance is a base period from October 1, 2026 through September 30, 2027, followed by Option Period I from October 1, 2027 through September 30, 2028, and Option Period II from October 1, 2028 through September 30, 2029. Evaluation will be based on technical capability, past performance, and price, with award made on a Lowest Price Technically Acceptable basis to a responsible offeror whose quote is technically acceptable and compliant with the solicitation requirements. Offerors must be registered in SAM, complete the required pricing table and FAR representations/certifications, and include sufficient technical and past performance information. Open market quotes will be considered, and all responses must meet the Performance Work Statement and pricing table requirements.
