Amendment 002: This amendment adds the following Q&A response (additional questions): Q1: Can IHS share anything about the proposed PRC expansion in Arizona from several years ago? Being able to review existing work for a similar proposal would be helpful. A1: The IHS will not share the previous study – the requirements have been refined/revised and the previous study should not be used a reference or example for the current solicitation. Q2: Does IHS have any expectations or offerings around the available data to support the primary analyses for deliverables B001 and C001 in the PWS? In particular, will IHS provide information about existing use of PRC by priority level, location, cost, etc. as a starting point for the analysis, or are respondents expected to identify and pursue their own data for the analysis via tribal (or other) contacts in ND and SD? A2: IHS will provide some information to start the analysis including the current medical priority levels authorized and expenditures for federally-operated programs and will work with the contractor to provide other available data as requested. The analysis (B001) will cover federally-operated programs but the maps (C001) will demonstrate the PRCDAs for all tribes in North Dakota and South Dakota. ________________________________________________________________________ Amendment 001: This amendment to the solicitation extends the due date from 11:59 PM (EST) on December 4th to 11:59 PM (EST) on December 6th, 2024. A: The Government is estimating the level of effort to be for one (1) FTE consultant at nine hundred (900) hours. ________________________________________________________________________ (i) This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in subpart 12.6 of the FAR and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. FAR Part 15 combined with FAR Part 12, Subpart 12.6. (ii) Solicitation number 75H70425R00003 applies, and is issued as a Request for Proposal (RFP). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-01. (iv) This requirement is a total Total Small Business set-aside and the associated NAICS is 541990 – All Other Professional, Scientific and Technical Services, with a small business size standard of $19.5M. (v) A Firm Fixed Price Purchase Order is expected to be awarded as a result of this RFP. The contract award will include a one hundred and eighty (180) day Base Period. Vendors submitting a response are to provide a fixed price proposal for the Base Period (see Pricing Sheet). Unit price for the CLIN shall include any related materials costs. (vi) The purpose of this fixed price purchase order is to obtain the services of one (1) contractor to provide non-personal professional consulting services in assistance of the Indian Health Service’s Office of Resource Access and Partnerships. This requirement covers the Program Office’s North Dakota & South Dakota Purchased Referred Care Delivery Area expansion feasibility study requirement.
