This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items in conjunction with the policies and procedures at FAR Part 13, Simplified Acquisition Procedures and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Department of Health and Human Services (HHS), Indian Health Service (IHS), Division of Acquisition Policy (DAP), on behalf of the IHS Division of Information Security (DIS), intends to award a single Firm-Fixed-Price Purchase Order to provide Brand Name Tenable software licensing for scanning Web Applications and ancillary services. Solicitation 75H70422Q00046 is issued as a Request for Quotation (RFQ) for this acquisition. This requirement will be competed as a 100% set-aside for Indian Small Business Economic Enterprise (ISBEE). The associated NAICS code is 511210 (Software Publishers) with small business size standard of $41.5 Million. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-07, effective on 08/10/2022. This is NOT a solicitation for proposals, proposal abstracts, or quotations. Pursuant to 48 CFR Part 326, Subpart 326.603-3 and IHM 5.5-6, Indian Health Service must use the negotiation authority of the Buy Indian Act, 25 U.S.C. 47, to give preference to Indian Economic Enterprises (IEE) whenever the use of that authority is authorized and practicable. The Government is seeking to identify Indian Small Business Economic Enterprises (ISBEEs) capable of performing the below Indian Health Services (IHS) requirement. Any vendor responding to this notice should submit their capability statement as well as the Buy Indian Act Indian Economic Enterprise Representation Form (attached). Instructions for submission are outlined below. INSTRUCTIONS TO INDUSTRY ISBEEs are highly encouraged to respond to this notice. However, firms should understand that generic capability statements are not sufficient for effective evaluation of their capacity and capability to perform the work required. Responses must directly demonstrate the company’s capability, experience, and ability to provide Tenable IO Licensing and Ancillary Services in accordance with attached requirement description document.
