This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. ii. Solicitation (75H70422Q00025) is issued as a Request for Quotation (RFQ). iii. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06, effective on 05/26/2022. iv. This requirement is 100% set-aside for Indian Small Business Economic Enterprise (ISBEE) and the associated NAICS code is 541519 (Other Computer Related Services) with small business size standard of $30M. v. The quoted unit pricing must be all inclusive (to include but not be limited to travel, lodging, per diem, fringe benefits, federal, state and local taxes) plus all other costs pertinent to the performance of this contract. Attachment 1 shall be completed and submitted with offer. vi. The purpose of this fixed price purchase order is to provide Brand Name CISCO Smartnet – Network Equipment Maintenance for the Indian Health Service (IHS) Office of Information Technology (OIT) (See attachment 2). vii. Quotes submitted by facsimile, mail, courier, or any other method shall not be accepted. ix. The provision at 52.212-2, Evaluation-Commercial Items (NOV 2021), applies to this solicitation. See addendum below: a) Basis for Award. Lowest Price, Technically Acceptable “LPTA” factors determining the successful contractor. The Government will evaluate quotations utilizing the procedures of FAR 13.106-2 Evaluation of quotations or offers. Offers will be evaluated for acceptability, but not ranked using the non-price factors/sub-factors. All non-price factors and sub-factors will be rated as either “acceptable” or “unacceptable”. A decision on the technical acceptability of each offeror’s quotations will be made. For those offeror’s which are determined to be technically acceptable, award will be made to that vendor with the lowest overall prices. The Government reserves the right to obtain clarifications from any offeror (FAR 15.306(a)(1)). Offerors may be given the opportunity to clarify certain aspects of the submitted quote and/or resolve minor or clerical errors if needed. 1. The LPTA evaluation process will be accomplished as follows - Technical Acceptability will be comprised of three factors: a. Meeting all areas under the “Specifications” (Attachment 1 BOM & Attachment 7 - Brand Name Justification). b. Price: The Pricing Schedule must be completed for all line items and will be evaluated as to completeness, accuracy, and reasonableness. Attachment 1 shall be completed and submitted with offer. c. Submit IHS Buy Indian Act Indian Economic Enterprise Representation Form. Attachment 6 shall be completed and submitted with offer. x. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items (MAY 2022), and provision 52.204-24, Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment (AUG 2020), with its offer. The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management. xi. Pursuant to 48 CFR Part 326, Subpart 326.603-3 and IHM 5.5-6, Indian Health Service must use the negotiation authority of the Buy Indian Act, 25 U.S.C. 47, to give preference to Indian Economic Enterprises (IEE) whenever the use of that authority is authorized and practicable. The Government is seeking to identify Indian Small Business Economic Enterprises (ISBEEs) capable of performing the below Indian Health Services (IHS) requirement. Any vendor responding to this notice should submit their capability statement as well as the Buy Indian Act Indian Economic Enterprise Representation Form (attached). Instructions for submission are outlined below. INSTRUCTIONS TO INDUSTRY ISBEEs are highly encouraged to respond to this notice. However, firms should understand that generic capability statements are not sufficient for effective evaluation of their capacity and capability to perform the work required.
