The purpose of this fixed price purchase order is to implement the Development and Implementation of Advancing Primary Care Quality Measurement System. The contractor shall apply the Primary Health Care Performance Initiative (PHCPI) framework for assessing IHS primary health care to support innovation and improvement in primary health care in the Indian Health system. The contractor shall work with IHS and Tribal programs to design and implement the measurement approach as well as analyze the data, using existing measurement capabilities where possible and recommending new measures where necessary.
