Acknowledge Amendment 0001 to the solicitation within proposal submissions. ______________________________________________________________________________________________________ (i) This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in subpart 12.6 of the FAR and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. (ii) Solicitation number 75H704121R00022 applies, and is issued as a Request for Proposal (RFP). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06. (iv) This requirement is a total Woman Owned Small Business set-aside and the associated NAICS is 541690 - Other Scientific and Technical Consulting Services, with a small business size standard of $16.5M. (vi) This labor hour contract is to acquire the contractor support services for: ongoing software quality assurance and software quality control; software testing and installation; training coordination; user support; documentation remediation; and release management for the existing Resource and Patient Management System (RPMS) applications. (ix) 52.212-2, Evaluation -- Commercial Items (Oct 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1) Technical Capability; 2) Key Personnel & Management Approach; 3) Relevant Past Performance; and 4) Price. Technical Factors, when combined, are less important than price. All non-price factors are of equal importance. See the attached Additional Terms and Conditions – Sections L & M, for details. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement.
