This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. ii. Solicitation (75H70421Q00012) is issued as a Request for Quotation (RFQ). iii. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05. iv. This requirement is 100% set-aside for Indian Small Business Economic Enterprise (ISBEE) and the associated NAICS code is 541611 (Administrative Management and General Management Consulting Services) with small business size standard of $16.5M. v. A Firm-Fixed Priced Purchase Order is to be resulted from this RFQ. The Purchase Order will include four (4) months period of performance. Offerors are to provide a firm-fixed price quotation for the anticipated period of performance. CLIN# Description of Services Qty Unit Unit Price Total 0001 Strategic Planning Support 4 MO vi. The purpose of this fixed price purchase order is to provide support during the strategic planning effort for the IHS Office of Information Technology and assist with the draft of the IHS ITSP with a goal of finalization in FY21. See the attached Performance Work Statement (PWS) for more details. vii. The Period of Performance is expected to be for four (4) months with an anticipated start date of April 19, 2021. viii. The provision at 52.212-1, Instructions to Offerors-Commercial Items (JUN 2020), applies to this solicitation. a) Offerors shall provide one original quote electronically no later than the deadline specified in this notice. Quotes submitted by facsimile, mail, courier, or any other method shall not be accepted. ix. The provision at 52.212-2, Evaluation-Commercial Items (OCT 2014), applies to this solicitation. a) Basis for Award. The Government will issue a contract to the responsible quoter whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotations: (1) Technical Capability and Approach, (2) Key Personnel, (3) Recent and Relevant Past Performance and (4) Price. See the attached Evaluation Factors and Criteria for details. 1. Evaluation Approach. The Government will evaluate quotations using the comparative evaluation process outlined in FAR 13.106-2 (b) (3), where quotations will be compared to one another to determine which provides the best benefit to the Government. The Government reserves the right to consider a quotation other than the lowest price that provides additional benefit(s). Quotations may exceed minimum requirements of the solicitation. The Government reserves the right to select a quotation that provides benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so. Each response must meet the minimum requirements of the solicitation. The Government is not requesting or accepting alternate quotations. b) A written notice of award or acceptance of an offer, emailed to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. x. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items (FEB 2021), with its offer. The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM). xi.
