SOURCES SOUGHT NOTICE Project Title: Professional Medical Care Rate Development Services (All-Inclusive-Rates) Announcement No.: 75H70420R00020 The purpose and function of the Indian Health Service (IHS) is to provide comprehensive health care services to American Indians and Alaska Natives (AI/AN) through the IHS hospital and clinic system. The IHS hereby submits a Sources Sought Notice for the agency’s inpatient and outpatient medical care rate development services requirement. The IHS requires assistance with all tasks associated with calculating the All-Inclusive-Rates used by the IHS healthcare delivery system. The service provider shall be a professional in the disciplines of health economics and medical rate development. Also, the service provider shall have relevant experience in the development of the unique rates applicable to the services provided to AI/AN populations. In addition, the service provided shall provide educational insight into the process behind this rate development to reach final rate determinations. The applicable NAICS code is 524298, All Other Insurance Related Activities, with sub-classifications of Insurance Rate Making Services and Medical Cost Evaluation Services. The period of performance for this effort will be a 12-month base period with no options. This sole source contracting action is being pursued under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. *See the attached State of Work document for additional requirement information. This notice is for informational purposes only, and is not a request for proposal/quotation. Responses to this notice must demonstrate a clear understanding of the requirement and demonstrate the vendor’s capability. In addition, responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the Indian Health Service. Furthermore, responses shall include the following vendor information: 1. Company name and a brief description of their company's business size (i.e. annual revenues and employee size); 2. Company point of contact, mailing address, telephone and fax numbers, DUNS number, and website address; 3. Name, telephone number, and e-mail address of a company point of contact who has the authority and knowledge to clarify responses with Government representatives; 4. Business status (i.e., Small Business, SDB, 8(a), HUBZone, SDVOSB, WOB, American Indian/Alaska Native owned business, etc.). Type of company is validated via the System for Award Management (SAM). All respondents must be registered on SAM located at https://www.sam.gov; 5. The firm’s capability and experience in developing medical care rates, specifically, All Inclusive Rates; 6. The firm’s capability and experience in working with Government healthcare agencies; 7. Description of same/similar services offered to the Government and to commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners; 8. Anticipated teaming arrangements (i.e. prime contractor/subcontractor, joint venture, mentor-protege relationship, etc.); 9. Applicable GSA Schedule number or other available procurement vehicle, if applicable; 10. Date Submitted. In addition, information received will normally be considered for the purposes of determining whether unknown qualified vendors exist, and whether to conduct a competitive procurement. This notice does not obligate the Government to award a contract or otherwise pay for information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
