This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This Request for Quotation (RFQ) is being issued via solicitation number. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-04. This requirement is associated with NAICS code is 519130 with small business size standard of 1,000 employees. The Contract Line Items (CLINs) and pricing structure are as shown below: CLIN 1 Period of Performance: April 1, 2020 – March 31, 2021 TOTAL This Firm-Fixed Price CLIN encompasses one (1) Membership to the Offerors social media website to encompass either the contents of the Social Media Account(s) Requirements Option A or Option B found in the Statement of Work. $ The purpose of this fixed price purchase order is to obtain access to four (4) Professional Social Media Networking Websites for the Indian Health Service (IHS) Recruitment and Outreach program. See the attached statement of work for more details. The period of performance shall be for one (1) year and 4 (12) months Options The provision at 52.212-1, Instructions to Offerors – Commercial Items, applies to this acquisition. Quotes shall be submitted on company letterhead stationery, signed and dated; it shall include: 1. Solicitation number. 2. Name, address, telephone number of the offeror and email address of the contact person. 3. Technical description of the item/service being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. 4. "Remit to" address, if different than mailing address. 5. A completed copy of the representations and certifications at FAR 52.212-3. 6. A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. The provision at 52.212-2, Evaluation -- Commercial Items, applies to this solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror(s) whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Technical Capability, (ii) Relevant Past Performance and (iv) Price; All technical factors other than price, when combined, are more important than price. Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer.
