The Indian Health Service, California Area Office is seeking contractors to serve the American Indian and Alaska Native (AI/AN) population within the urban area of Los Angeles County, California. The contractor must provide referral and healthcare services, female residential treatment services, and aftercare services. ELIGIBILITY REQUIREMENTS: To be eligible to contract, you must be classified as an Urban Indian organization, defined as being a nonprofit-corporation situated in an urban center, governed by an urban Indian-controlled board of directors, and providing for the maximum participation of all interested Indian groups and individuals, which body is capable of legally cooperating with other public and private entities for the purpose of performing the activities described in the contracts with, and grants to, urban Indian organizations (section 503(a) [25 USCS § 1653(a). Provide the contracting officer no more than three (3) sheets detailing your company’s experience doing the same or similar Urban Indian Organization healthcare services in the last two-year period using the details below in the Similar or Same Type of Work Requirements described for Medical, Female Residential Treatment and Residential Treatment Aftercare. The descriptions should be same or similar described in these sections. They do not have to match exactly, but if these services are being provided or could be provided as described please note the differences in the technical package. These services shall include the provision of health care and referral services for Urban Indian beneficiaries residing within the urban center, which services meet the requirements of the Indian Health Care Improvement Act (IHCIA) and will continue to elevate the health status of eligible Urban Indians to the highest level possible. Discriptions of the Similar or Same Type of Work Requirements Required in Technical packages: Medical. Providing Public Health Case Management services to eligible American Indians/Alaska Natives (AI/AN) population residing within the urban area of Los Angeles County. To ensure the availability of the services and procedures stated herein, in the urban area of Los Angeles, California, the Contractor shall provide the services either: on-site, pursuant to written policies and procedures conforming to the standards of care and practice applicable to each service and, where appropriate; or through a subcontractor(s) with whom the Contractor has a written agreement. Other services include health education and coordination of care to improve patient treatment compliance to prevent disease, promote health and manage chronic health problems, including access for tuberculosis (TB) skin testing and Human Immunodeficiency Virus (HIV) testing and counseling. The contract and referral providers shall be licensed and certified by the State of California. Provides clinical services directly or through subcontracts with written agreements to meet IHS standards, IHS Manual, Part 3 for quality and reporting purposes. The medical clinic(s) provides ambulatory outpatient services for diagnosis, treatment and prevention of disease. 2. Female Residential Treatment. The contractor must make provisions of Female Residential Treatment for the American Indian and Alaska Native beneficiaries residing within the defined urban center. The contractor shall provide residential treatment through a memorandum of understanding for eligible adult female American Indians/Alaska Natives. The contractor employing a certified alcohol counselor level I, II, licensed public health nurse, and supervisory licensed independent provider (M.F.C.C, L.C.S.W., or clinical psychologist.) All employees will have work experience in the substance abuse field. 3. Residential Treatment Aftercare. The contractor providing provisions of Aftercare services for the American Indian and Alaska Native beneficiaries residing within the defined urban center. To ensure the availability of the services and procedures stated herein in the residing within the Los Angeles County, other California urban areas, within the state of California. Providing aftercare services to clients following residential treatment. The education topics may include the following items: budgeting, crisis counseling, employment search, enhance communication and social skills, nutrition, parenting, preventive health practices, recovery, relapse prevention, stress and anger management, enhance spiritual and cultural practices. Services shall include the random screening for presence of alcohol or drugs. Employment of certified and licensed professionals specialized in chemical dependency and mental health treatment. The contractor shall allow individuals in those positions only if the individuals meet standards of character, no less stringent than those prescribed under Public Law (P.L.) 101-630, section 408, Character Investigation, subsection (a) and P.L. 101-467, section 231, requirement for Background Check, subsection (c). Contact the sex abuse detective division of local law enforcement and the Child Protection Services of the last two counties in which the person has lived or worked to inquire as to the suitability of the person to work with children. Provides access for residential treatment to eligible adult male American Indians/Alaska Natives population using the following priorities for those AI/AN residing in Los Angeles County or residing in other CA urban centers. The subcontracted facilities shall be licensed and certified by the state of California. They may have national accreditation from the Commission on Accreditation of Rehabilitation Facilities (CARF) or The Joint Commission. The California facilities have “Deemed Status” and are not required to have national accreditation.
