The United States Indian Health Service (IHS) has a requirement to obtain title examination services on 5 parcels of land situated in (Hemet), Riverside County, and State of California, as shown on Attachment A of PWS. Said services will provide preliminary title evidence based upon a preliminary title search and which commit the title company to issue a final ALTA U.S. Policy – 9/28/91 (Revised 12-3-12). Title Examination Results and Title Insurance Policies must be issued in compliance with the Department of Justice, Environmental and Natural Resources Division Land Acquisition Section, Regulations of the Attorney General Governing the Review and Approval of Title for Federal Land Acquisitions (2016) (the “DOJ Title Standards”) found at https://www.justice.gov/enrd/page/file/922431/download. The Contractor performing the work must either be approved by the Government Reviewing Attorney or be title insurers authorized by state law to conduct business in the jurisdiction where the subject parcels are located and who hold membership in the American Land Title Association(ALTA). This is a firm fixed priced commercial requirement, contract to be awarded as a purchase order for all five titles IAW the PWS (see attachment B), any questions should be directed to the contracting office POC, Jose Tapia at jose.tapiaramirez@ihs.gov via email, all questions must be in writing prior to 6/28/2023, this will ensure answers are posted via amendment to this request for quote (RFQ). The awardee will be the lowest priced quote from the contractor's who are authorized to submit titles as mentioned above. Please refer to the attached RFQ document, which will become the awarded PO 75H70323P00046 to include the commercial FAR clauses and the PWS dated 6/15/23.
