Pueblo Pintado Staff Quarters Design Build
This is a sources sought/RFI for market research, not a solicitation, seeking qualified firms—especially small and Native American-owned (IEE/ISBEE) businesses—to design and construct 82 LEED-certified staff housing units and amenities at a site co-located with the new Pueblo Pintado Health Center in Pueblo Pintado, NM, on the Navajo Nation. The anticipated firm-fixed-price, two-phase design-build contract is estimated at $50M–$100M, with performance anticipated to begin in late spring/early summer 2027 and last approximately two years. The scope includes multifamily and cluster housing, a 24-unit apartment building, site infrastructure, recreational amenities, and full FF&E design (but not installation). The government intends to require a Project Labor Agreement and requests PLA market survey input, and Navajo Preference in Employment Act applies. Interested firms are asked to submit capability, bonding, and relevant project experience information with Native American-owned firms required to provide IEE representation and CDIB documentation.
