This is a PRESOLICITATION NOTICE for the upcoming Solicitation 75H701-25-R-00054 Stephenson-Taylor Water Line Extension a construction project prepared in accordance with FAR Part 36. These construction services are in support of the Indian Health Service (IHS). The Government anticipates releasing the solicitation on or about 3 June 2025 and will remain open for approximately 30 calendar days. The solicitation and all amendments for this Request for Proposals will be posted on https://sam.gov under Contract Opportunities. A full scope of work, plans and specifications and Construction Wage Determination will be included in the solicitation documents. Additional details can be found in the solicitation when it is posted to https://sam.gov. SCOPE OF WORK: This acquisition is to obtain all required commercial services, equipment, materials, and supplies to construct a water line extension for Caddo County Rural Water District No. 3. Install approximately 2500 feet of 4-inch SDR 11 HDPE water line. Install approximately 8300 feet of 4-inch PVC SDR 21 water line Connect installed water line extension to Caddo County Rural Water District No. 3. LOCATION OF PROJECT: All work shall be performed at three sites in Binger, Oklahoma. PERIOD OF PERFORMANCE: Period of Performance is 90 calendar days from date of notice of proceed. CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $250,000 and $500,000, in accordance with FAR 36.204(f). SITE VISIT: Details regarding the Site Visit will be included in the solicitation. CONTRACT TYPE: IHS intends to award a single Firm Fixed Price (FFP) contract in support of this requirement. This solicitation will be procured as a Request for Proposal (RFP) in accordance with FAR Part 36 procedures with Lowest Price Technically Acceptable (LPTA) evaluation criteria. This project will be solicited as 100% set aside for Indian Small Business Economic Enterprise (ISBEE) pursuant to the Buy Indian Act under North American Industry Classification System (NAICS) code 237110, Water and Sewer Line and Related Structures Construction.
