This is a PRESOLICITATION NOTICE for the upcoming Solicitation 75H701-25-R-00052 Life Safety Updates at Kyle, Wanblee, LaCreek a construction project prepared in accordance with FAR Part 36. These construction services are in support of the Indian Health Service (IHS). The Government anticipates releasing the solicitation on or about May 19, 2025 and will remain open for approximately 30 calendar days. The solicitation and all amendments for this Request for Proposals will be posted on https://sam.gov under Contract Opportunities. A full scope of work, plans and specifications and Construction Wage Determination will be included in the solicitation documents. Additional details can be found in the solicitation when it is posted to https://sam.gov. SCOPE OF WORK: This procurement is for the replacement and upgrading of various life safety and infrastructure issues at the Kyle Health Center in Kyle, SD, the Wanblee Health Center in Wanblee, SD, and the LaCreek Clinic in Martin, SD. During the FY23 facility condition assessment, several life safety concerns were documented, along with some infrastructure needs. The identified issues include a. Upgrades to exit signs and removal of emergency lighting are needed. b. There is inadequate lighting on life safety circuits. c. The electrical devices are outdated and insufficient. d. Fire extinguisher cabinets are mounted too high. e. Required electrical upgrades need to be addressed. f. The doors are damaged and need repair. g. Decommissioning of fire and smoke dampers. h. Generator and ATS installation. None of these issues pose an immediate threat to accreditation. Additionally, the contractor is required to install all products according to the manufacturer's specifications. LOCATION OF PROJECT: All work shall be performed at the following: Kyle Health Center: 1000 Health Ctr Rd., Kyle, SD 57752 Wanblee Health Center: 210 1st St., Wanblee, SD 57577 LaCreek District IHS Clinic: 119 S 1st Ave., Martin, SD 57551 PERIOD OF PERFORMANCE: Period of Performance is 365 calendar days from date of notice of proceed. CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $500,000 and $1,000,000, in accordance with FAR 36.204(f). SITE VISIT: Details regarding the Site Visit will be included in the solicitation. CONTRACT TYPE: IHS intends to award a single Firm Fixed Price (FFP) contract in support of this requirement. This solicitation will be procured as a Request for Proposal (RFP) in accordance with FAR Part 36 procedures with Lowest Price Technically Acceptable (LPTA) evaluation criteria. This project will be solicited as 100% set aside for Indian Small Business Economic Enterprise (ISBEE) pursuant to the Buy Indian Act under North American Industry Classification System (NAICS) code 236220, Commercial and Institutional Building Construction.
