The purpose of this project is to complete miscellaneous projects for the Wagner Indian Health Service Clinic (Yankton), located in Wagner, SD. This project will be procured as a 100% Indian Small Business Economic Enterprise (ISBEE) set-aside solicitation under North American Industry Classification System (NAICS) code 236220 Commercial and Institutional Building Construction. The associated size standard for this procurement is $45 million. Please review all attachments to this notice for details. SCOPE OF WORK: See Section C of the attached solicitation LOCATION OF PROJECT: Wagner, SD TERO: TERO fees are applicable. CONSTRUCTION DURATION: Period of Performance is 365 calendar days after issuance of a Notice to Proceed. CONSTRUCTION MAGNITUDE: In accordance with FAR 36.204, the magnitude of this construction project is anticipated to be between $250,000.00 and $500,000.00. SITE VISIT: A site visit is scheduled to occur on 4/10/2025. See Section L, FAR 52.236-27, for additional detail. CONTRACT TYPE: The IHS intends to award a Firm Fixed Price (FFP) construction contract in support of this requirement. This solicitation will be procured as a Request for Proposals (RFP) in accordance with FAR Part 15 and 36 procedures with Lowest Price Technically Acceptable (LPTA) evaluation criteria. PROPOSAL REQUIREMENTS: Refer to Section L.4 and L.5 of the solicitation. PROPOSAL DUE DATE: The offeror’s proposal shall be submitted electronically in PDF format via email to thupten.tsering@ihs.gov at your earliest convenience but no later than the due date identified in block 13 of the SF1442, unless changed by amendment. EVALUATION: Evaluation will be conducted in accordance with FAR 15. The evaluation for this award will utilize LPTA evaluation criteria. In order to be considered technically acceptable and eligible for award, the proposal must demonstrate compliance with the terms and conditions of this request for proposal (see solicitation Section L) and possess all necessary certifications to perform the work specified (see solicitation Section C). Prices proposed must reflect the contractor’s understanding of the requirement, ability to perform, and be considered fair and reasonable to the Government. Price is the discriminating factor for award among offers. The Total Firm Fixed Price (inclusive of Option Items) listed in block 17 of the SF1442 shall be utilized for the overall price evaluation and to determine the lowest priced offer. Market Research is being performed pursuant to Federal Acquisition Regulation (FAR) Part 10 to identify businesses capable of performing the functions described herein. SUMMARY OF SCOPE The contractor shall provide all labor, materials, supplies, and services to design and build up to four projects for the Wagner Indian Health Service Clinic: Flooring: Provide and install flooring similar to Alto Wood LRV Bavarian Oak, Model WSA2026. The contractor shall follow installation guidelines of the flooring manufacturer. Install vinyl wall base as well. Install Tarkett Johnsonite 6” vinyl wall base. Submit on color. The floor covering and base shall be recommended for use in a health care facility. Coordinate with facility on any phasing. Exterior Improvements: Painting: This project will paint the brick exterior on the west wing to match the brick of the east wing, paint the window and door frames a dark bronze color to match new doors and windows. Paint facia. Tuckpointing: Tuckpoint brick of building that is needed. Not all brick is needing tuckpointing, but same small areas will, roughly 1200 square feet. Windows: Replace the needed existing window panes, with fogging and no longer sealed, with energy efficient glazed windows. Propane Fuel Tanks: Install: A new propane system to include tanks, vaporizer, lines, and leak detection shall be installed, following project plans. The boilers shall be converted to propane usage. The old line shall properly be retired so that no leaks will occur. Plumbing: Repair the two 4” solder copper leaks on the water manifold that were found while rebuilding the manifold. Plan with the facility for a water shut-down, and repair when most convenient for the patient care. If the entity responding to this sources sought is submitting experience information from any entity that does not match the name, CAGE code, and/ or UEI exactly as stated on the submitting entity’s SAM record (e.g. affiliates, subsidiaries, parent companies, sister companies, etc.) the submission shall clearly demonstrate how that entity will have meaningful involvement in the performance of the contract and specifically address which resources would be committed to the contract.
