The purpose of this project is to evaluate the existing electrical systems at five IHS clinics and the Healing Lodge of the Seven Nations youth treatment center. This project will be procured as a 100% Small Business set-aside solicitation under North American Industry Classification System (NAICS) code 238210 Electrical Contractors and Other Wiring Installation Contractors with a size standard of $19 million. SCOPE OF WORK: See Section C of the attached solicitation (Attachment B01 75H70124Q00021) LOCATION OF PROJECT: Nespelem, WA; Wellpinit, WA; Toppenish, WA; Spokane Valley, WA; Salem, OR; and Fort Hall, ID TERO: All work is subject to the Tribal Employment Rights Ordinance (TERO) of several different tribes. See Paragraph H.7. Tribe Requirements, page 13 of the attached solicitation for details. It is the sole responsibility of the contractor to comply with all applicable TERO requirements. CONSTRUCTION DURATION: Period of Performance is 140 calendar days after issuance of a Notice to Proceed. CONTRACT TYPE: The IHS intends to award a Firm Fixed Price (FFP) service contract in support of this requirement using Best Value evaluation criteria detailed in Section M. This solicitation will be procured as a Request for Quotes (RFQ) in accordance with FAR Part 12 and FAR Subpart 13.5 procedures. PROPOSAL/QUOTE REQUIREMENTS: The offerors proposal shall be supported by necessary documentation to indicate that adequate planning to accomplish the requirement has been done. The proposal shall contain the following sections: I: Technical Capability (acceptable/unacceptable) II: Past Performance (acceptable/unacceptable) III: Price Please refer to Section L of the solicitation for what must be included within your proposal/quote for each of these sections. SUMMARY OF SCOPE The contractor shall evaluate the existing electrical systems at five Indian Health Service (IHS) clinics and the Healing Lodge of the Seven Nations youth treatment center. The contractor shall complete a full clinic arc flash study with panel labeling, complete an arc flash report and review each sites’ current electrical safety policies, complete onsite training on Arc Flash awareness, and Lock out tag out (LOTO) training. Ensure clinic electrical hazards are identified and Facility Staff know what the industry best practice is for handling electrical equipment safely (such as but not limited to main power breakers, HVAC motors, what to do if power is lost to the building, etc.). The reports and training will be used to both confirm and help local Facility staff update clinic policy on workplace electrical safety. Work shall be performed in compliance with the codes, references, and standards listed below. 1. OSHA 1910 Subpart S Electrical Standards 2. International Building Code (IBC) 3. NFPA 70E Standard for Electrical Safety in the Workplace 4. If the entity responding to this sources sought is submitting experience information from any entity that does not match the name, CAGE code, and/or UEI exactly as stated on the submitting entity’s SAM record (e.g. affiliates, subsidiaries, parent companies, sister companies, etc.) the submission shall clearly demonstrate how that entity will have meaningful involvement in the performance of the contract and specifically address which resources would be committed to the contract. ADDITIONAL INFORMATION: Pursuant to 48 CFR Part 326, Subpart 326.603-3 and IHM 5.5-6, Indian Health Service must use the negotiation authority of the Buy Indian Act, 25 U.S.C. 47, to give preference to Indian Economic Enterprises (IEE) whenever the use of that authority is authorized and practicable. The Government is seeking to identify Indian Small Business Economic Enterprises (ISBEEs) capable of performing the below Indian Health Services (IHS) requirement. Any firm responding to this notice should submit their capability statement as well as the Buy Indian Act Indian Economic Enterprise Representation Form (attached). Indian Small Business Economic Enterprises (ISBEEs) as well as other small business are highly encouraged to respond to this notice.
