End of Amendment A0001 ######################################################################################################## This is a COMBINED SYNOPSIS / SOLICITATION NOTICE for the 75H70124Q00018 Eagle Butte Air Handlers Outside Air Louvers, a construction project for the Indian Health Service (IHS) Division of Engineering Services (DES) prepared in accordance with FAR Part 36. The purpose of this project is for the construction of repair of the ductwork and outside air louvers for the penthouse area for all the air handlers. This project will be procured as a 100% Small Business set-aside solicitation under North American Industry Classification System (NAICS) code 238220 Plumbing, Heating, and Air-Conditioning Contractors. The associated size standard for this procurement is $19 million. Please review all attachments to this notice for details. SCOPE OF WORK: See Section C of the attached solicitation for details. LOCATION OF PROJECT: Eagle Butte, SD TERO: TERO fees do apply. CONSTRUCTION DURATION: Period of Performance is 180 calendar days after issuance of a Notice to Proceed. CONSTRUCTION MAGNITUDE: In accordance with FAR 36.204, the magnitude of this construction project is anticipated to be between $100,000.00 and $250,000.00. SITE VISIT: See Section L.1. FAR 52.236-27 SITE VISIT (CONSTRUCTION)(FEB 1995) CONTRACT TYPE: The IHS intends to award a Firm Fixed Price (FFP) construction contract in support of this requirement. This solicitation will be procured as a Request for Proposal (RFP) in accordance with FAR Part 13 and 36 procedures. QUOTE REQUIREMENTS: See Sections L&M of the solicitation. QUOTE DUE DATE: The quoter’s quotation shall be submitted electronically no later than the due date and time indicated in block 13 of the SF 1442, unless changed by amendment. EVALUATION: In accordance with FAR 13.106-2, the evaluation for this award will be based on price and the quoter’s compliance with the terms and conditions for this request for quotes; see Section L. The quoter shall possess all necessary certifications to perform the work specified in Section C in order to be eligible for award. Prices quoted must reflect the quoter’s understanding of the requirement, ability to perform, and be considered fair and reasonable to the Government. Price is the discriminating factor for award among eligible quoters. The total firm fixed price listed in block 17 of the SF1442 and on the attached price schedule in Section B shall be utilized for the overall price evaluation and to determine the lowest priced quote. This project is to include removal and replacement of ductwork, proper installation and maintenance considerations for the new louvers. The existing condensate drains will need to be renovated to accommodate the new loads from the louver drains. In accordance with FAR 36.204, Disclosure of the Magnitude of Construction Projects, the anticipated project magnitude is between $100,000 and $250,000. The type of work to be performed will be categorized under PSC code Y1DA, Construction of Hospitals and Infirmaries and NAICS code 238220, Plumbing, Heating, and Air-Conditioning Contractors with a size standard of $19M. The Government is seeking to identify Indian Small Business Economic Enterprises (ISBEEs) capable of performing the below Indian Health Services (IHS) requirement. Any firm responding to this notice should submit their capability statement as well as the Buy Indian Act Indian Economic Enterprise Representation Form (attached). Indian Small Business Economic Enterprises (ISBEEs) as well as other small business are highly encouraged to respond to this notice.
