The associated size standard for this procurement is $45 million. Please review all attachments to this notice for details. SCOPE OF WORK: See Section C of the attached solicitation for details. LOCATION OF PROJECT: Fort Yates, North Dakota. See project documents. TERO: TERO fees do apply. CONSTRUCTION DURATION: Period of Performance is 365 calendar days after issuance of a Notice to Proceed. CONSTRUCTION MAGNITUDE: In accordance with FAR 36.204, the magnitude of this construction project is anticipated to be between $1,000,000.00 and $5,000,000.00 SITE VISIT: See FAR 52.236-27 CONTRACT TYPE: The IHS intends to award a Firm Fixed Price (FFP) construction contract in support of this requirement. This solicitation will be procured as a Request for Proposal (RFP) in accordance with FAR Part 15 and 36 procedures. PROPOSAL REQUIREMENTS: See Sections L&M of the solicitation. PROPOSAL DUE DATE: The offeror’s proposal shall be submitted electronically no later than the due date and time indicated in block 13 of the SF 1442, unless changed by amendment. EVALUATION: In accordance with FAR 15.101-2, the evaluation for this award will be based on the lowest price technically acceptable proposal (LPTA). Prices proposed must reflect the offeror’s understanding of the requirement, ability to perform, and be considered fair and reasonable to the Government. Price is the discriminating factor for award among eligible offers. This is a PRESOLICITATION NOTICE, Solicitation 75H70123R00051 for a construction project for the Indian Health Service (IHS). This project includes patient waiting area full interior demolition, remodel and addition including Mechanical, Electrical, Plumbing and other Work indicated in the Contract Documents. Full demolition and replacement of parking lot, drives and associated flatwork. This project will be procured as a Total Small Business Set-Aside solicitation under North American Industry Classification System (NAICS) code 236220 – Commercial and Institutional Building Construction. The associated size standard for this procurement is $45 million. The offeror must be a Small Business to be eligible for award. The Government anticipates releasing the solicitation on or about June 9, 2023 and will remain open for approximately 30 calendar days. The solicitation and all amendments for this Request for Proposal will be posted on https://www.sam.gov/. SCOPE OF WORK: The contractor shall provide all, material, labor, tools, equipment and supervision required to accomplish the following: Patient Waiting Improvements: Expand patient waiting room in accordance with attached Drawings and Specifications. Parking Lot Improvements: Expand patient waiting room in accordance with attached Drawings and Specifications. Staging Area: Prior to mobilizing, the contractor and project engineer shall agree upon a staging area. This shall be accomplished with keeping patient/staff safety in mind. Clean Up: Jobsite shall be cleaned daily. All materials and equipment shall be secured from wind damage and to keep materials from being carried by the wind onto other areas. Any damage to property caused by unsecure material or equipment, will be the responsibility of the contractor. The construction areas involved shall be free of any debris, rubbish and left-over material scraps upon completion of the project. Trash receptacles used for the collection of this debris and their removal from the project site shall be provided by the contractor. The site will be inspected by the engineer prior to final payment to ensure the sites return to their original condition prior to construction. Site Restoration: The construction site shall be free of any materials, debris and/or rubbish. The contractor will be responsible for the removal of this debris and must restore the site to its original condition as approved by the project engineer. Photo are to be taken before construction begins for documentation the sites original condition by the contractor.
