See Attachment 75H70122Q00039-A00002 for details.** **AMENDMENT A00001: The purpose of this amendment is to answer four questions asked in response to the soliciation and revise several sections of the solicitation. See Attachment 75H70122Q00039-A00001 for details.** See attached combined SYNOPSIS/SOLICITATION 75H70122Q00039 HVAC Replacement & TAB Services – White Swan, WA in support of the Indian Health Service (IHS). Detailed instructions to offerors, a full scope of work, plans and specifications and applicable Service Contract Act Wage Determinations are included in the solicitation documents attached. This project is set aside 100% for Small Businesses under North American Industry Classification System (NAICS) Code 238220 – Plumbing, Heating, and Air?Conditioning Contractors. The associated size standard for this procurement is $16.5 million. SCOPE OF WORK: See Section C of the attached solicitation. This objective of this project is to replace the two existing Lennox Heat Pumps with a single right-sized, code compliant unit; install new ventilation grills to allow for air balancing; and after installing new HVAC equipment, conduct a Test, Adjustment, and Balance (TAB) to ensure all spaces receiving code-compliant ventilation and temperature standards are met. LOCATION OF PROJECT: Indian Health Service, White Swan Dental Clinic; 62 Birdsong Lane, White Swan, WA 98952 PERIOD OF PERFORMANCE: The contract Period of Performance is 45 calendar days from date of the Notice-to-Proceed (NTP). SITE VISIT: An organized site visit is scheduled for Friday, October 28, 2022 at 10:00 AM local time. See Section L, paragraph L.3 for details. CONTRACT TYPE: The Indian Health Service intends to award a Firm Fixed Price (FFP) service contract in support of this requirement. This solicitation will be procured as a Request for Quotations (RFQ) in accordance with FAR Part 12 and 13 procedures with Best Value evaluation criteria. The following factors will be used to evaluate offers: I: Technical Capability (acceptable/unacceptable) II: Past Performance (acceptable/unacceptable) III: Price The Government will evaluate these factors as described in Sections L and M of the solicitation. The Indian Health Service (IHS) is conducting a SOURCES SOUGHT to identify potential vendors capable of performing HVAC replacement services as well as a Test, Adjustment and Balance (TAB) of the installed equipment. PURPOSE OF THIS SOURCES SOUGHT The purpose of this source sought is to conduct market research pursuant to FAR Part 10 to identify businesses capable of performing the work and to identify sources, including company's business size classification (Native American/Indian-Owned Businesses, 8(a) Certified Small Businesses, Historically Underutilized Business Zones (HUB-Zone) Small Businesses, Women Owned Small Businesses, Service Disabled Veteran-Owned Small Businesses (SDVOSB), Small Disadvantaged Businesses (SDB), and Veteran Owned Small Businesses). Responses to this source sought will be used by IHS to influence acquisition decisions which may include: type of set-aside, type of procurement process, and which acquisition procedures are best suited for this procurement. SUMMARY OF SCOPE The White Swan Dental Clinic is a 1,775 SF modular building. Two Lennox 15CHPXA-36-230-2A residential HVAC units provide heating, ventilation, and air conditioning (HVAC) for this space. A recent inspection discovered that these units do not provide any fresh-air ventilation required by code. Additionally, the dual unit configuration does not provide a practical space conditioning strategy, as contrary heating and cooling conditions may occur simultaneously. As a part of this project, the contractor shall replace the two existing Lennox Heat Pumps with a single right-sized, code compliant unit. The contractor must also install new ventilation grills to allow for air balancing. After installing new HVAC equipment, the contractor must conduct a Test, Adjustment, and Balance (TAB) project to ensure all spaces receiving code-compliant ventilation and temperature standards are met. Work Summary: Heat-loss analysis and calculations for HVAC sizing. Hazard Inspection. Replace two existing units with a single unit. Replace ventilation grills for balancing. Complete startup on the new system to assure it is operating correctly. Perform TAB to ensure ventilation requirements are met. Provide operations and maintenance training to staff.
