This is a PRESOLICITATION NOTICE, Solicitation 75H70122Q00029 for a construction project for the Indian Health Service (IHS). The purpose of this project is to provide for the installation of an individual pressure distribution septic system for a new single-family residence, consisting of a 1250-gallon septic tank, 1250-gallon pump tank, effluent pump and controls, sewer and transport pipe, two-way cleanout, and pressure-dosed gravel drainfield. This project is located on fee land in Skagit County, WA. This project will be procured as a 100% Small Business set-aside with preference given to Indian Economic Enterprises (IEE) under North American Industry Classification System (NAICS) code 237110 Water and Sewer Line and Related Structures Construction. The associated size standard for this procurement is $39.5 million. The Government anticipates releasing the solicitation on or about beginning of July 2022 with quotes due at least 15 calendar days after solicitation issuance. This date is subject to change. A full scope of work, plans and specifications and Davis Bacon Wage Determination will be included in the solicitation documents. Hard copy documents will NOT be available – all documents for proposal purposes will be posted at www.sam.gov for download by interested parties. SCOPE OF WORK: Work is to be completed to a private home, under the jurisdiction of Skagit County. The contractor must review site conditions, and report any concerns or discrepancies to the Contracting Officer’s Representative (COR) in writing prior to beginning construction. In accordance with the Septic Design (to be provided with the solicitation), the contractor must: Mobilize and demobilize Install approximately 10 feet of 4-inch SDR 35 PVC solid sewer pipe Install two-way cleanout Install one 1,250-gallon two-compartment septic tank Install one 1,250-gallon pump tank, effluent pump, and controls Install approximately 90 feet of 2-inch SCH 40 PVC effluent transport pipe Install approximately 486 square feet of low-pressure gravel bed drainfield All electrical work, permits, inspections (including county environmental health and Labor & Industries), and backfill are the responsibility of the contractor. LOCATION OF PROJECT: 22521 Bridgewater Rd., Sedro-Woolley, WA 98284-7854 (Skagit County) TERO: TERO fees do not apply. CONSTRUCTION DURATION: Period of Performance is 45 calendar days after issuance of a Notice to Proceed. CONSTRUCTION MAGNITUDE: In accordance with FAR 36.204, the magnitude of this construction project is anticipated to be between $25,000 and $100,000. SITE VISIT: A formal site visit is not planned. Information on how to visit the site will be provided within the official solicitation under FAR 52.236-27. CONTRACT TYPE: The IHS intends to award a Firm Fixed Price (FFP) construction contract in support of this requirement. NOTE: ALL DATES ARE SUBJECT TO CHANGE. For the purposes of this procurement, a concern is considered a small business if its average annual revenue for the last three (3) years is less than $39.5 million. This solicitation will be procured as a Request for Quotes (RFQ) in accordance with FAR Part 13 and 36 procedures with price only evaluation criteria. NOTE: Registration in the System for Award Management (SAM) database is mandatory to be considered for award. Offerors may obtain information on registration and annual confirmation requirements via the internet at www.sam.gov. Contractors are encouraged to complete SAM registration as soon as possible; the government may not delay award for the purpose of allowing a contractor additional time to register in SAM.
