This is a PRESOLICITATION NOTICE, Solicitation 75H70122Q00027 for a construction project for the Indian Health Service (IHS). The purpose of this project is to drill a new well on a proposed homesite in Warm Springs, OR. This project will be procured as a 100% Small Business set-aside with preference given to Indian Economic Enterprises (IEE) under North American Industry Classification System (NAICS) code 237110 Water and Sewer Line and Related Structures Construction. The associated size standard for this procurement is $39.5 million. The Government anticipates releasing the solicitation on or about middle of July 2022 with quotes due at least 15 calendar days after solicitation issuance. This date is subject to change. A full scope of work, plans and specifications and Davis Bacon Wage Determination will be included in the solicitation documents. Hard copy documents will NOT be available – all documents for proposal purposes will be posted at www.sam.gov for download by interested parties. SCOPE OF WORK: The scope of work under this contract includes drilling a new well for a proposed homesite. Work shall be performed according to the site drawing and specifications to be provided with the solicitation. Work shall include pump testing, and water quality testing (chemical and bacteriological) to determine suitability of the new well. Well drilling requirements are set forth by Oregon Administrative Rules, Chapter 690 Division 210 – Well Construction Standards, as regulated by the Oregon Water Resources Department. When the system is completed, the contractor shall be responsible for completing a 4-hour development and 4-hour pump test and of the well and obtaining a bacterial and water chemical analysis. A Well Report is required under Oregon Water Resource Department (OWRD) Rule 690-205-0210 (Water Supply Well Log). The report of water well construction required in this rule shall be recorded on a form provided or previously approved in writing by the Department. The New Well Drilling includes: Mobilization and Demobilization 1 LS (Includes ORWD Start Card) Well Drilling -19 LF (18.5ft is State of Oregon standards) Well Drilling – 431 LF Steel Casing – 225 LF (1.5ft above land surface) Well Development – 4 HR Test Pumping – 4 HR Sanitary Seal – 20 LF Chemical/ Bacterial Water Analysis - 1 LS Well Liner (as needed) – 100 LF Well Screen (as needed) – 5 LF No Fault Well Abandonment (as needed) – 450 LF LOCATION OF PROJECT: 5360 Dry Hollow Road (P-210), Warm Springs, Oregon 97761 TERO: Warm Springs TERO fees are applicable. CONSTRUCTION DURATION: Period of Performance is 90 calendar days after issuance of a Notice to Proceed. CONSTRUCTION MAGNITUDE: In accordance with FAR 36.204, the magnitude of this construction project is anticipated to be between $25,000 and $100,000. SITE VISIT: A formal site visit is not planned. Information on how to visit the site will be provided within the official solicitation under FAR 52.236-27. CONTRACT TYPE: The IHS intends to award a Firm Fixed Price (FFP) construction contract in support of this requirement. NOTE: ALL DATES ARE SUBJECT TO CHANGE. For the purposes of this procurement, a concern is considered a small business if its average annual revenue for the last three (3) years is less than $39.5 million. This solicitation will be procured as a Request for Quotes (RFQ) in accordance with FAR Part 13 and 36 procedures with price only evaluation criteria. Contractors are encouraged to complete SAM registration as soon as possible; the government may not delay award for the purpose of allowing a contractor additional time to register in SAM.
