Turner Brewer Septic and WPS This is a PRESOLICITATION NOTICE, Solicitation 75H70122Q00003 for the Turner Brewer Septic and WPS, a construction project for the Indian Health Service. This project will be procured as a 100% Small Business set-aside solicitation under North American Industry Classification System (NAICS) code 237110 Water and Sewer Line and Related Structures Construction. The associated size standard for this procurement is $39.5 million. The Government anticipates releasing the solicitation on or about 19 October 2021 with proposals due at least 30 calendar days after solicitation issuance. This date is subject to change. A full scope of work, plans and specifications and Davis Bacon Wage Determination will be included in the solicitation documents. Hard copy documents will NOT be available – all documents for proposal purposes will be posted at https://sam.gov/content/home/ for download by interested parties. SCOPE OF WORK: This project will provide sanitation facilities to a private home owned by a member of the Cowlitz Tribe, located on fee land in Roy, WA. Upon completion, the facilities will be transferred to the homeowner. The system will be operated and maintained by the homeowner. The on-site septic system was designed by Lawrence Purdum (see County Approved Design Attachment 1). This project is for the new construction of a septic system and water pressure system to serve two new residential homes (henceforth referred to as main home and accessory dwelling unit (ADU)) on a single fee land parcel in Pierce County, WA. The proposed septic system for the main home is to consist of a 2-compartment 1,500-gallon concrete septic tank, a concrete 1,900-gallon pump chamber with a 1 HP pump, 70 feet of transport pipe, and four sand-lined trenches with 240 ft total of pressurized lateral distribution pipes. The proposed system for the ADU is to consist of a 1,250-gallon concrete septic tank with a ¾ HP pump in the second chamber and approximately 368 ft of pressure transport pipe to connect to the main home septic tank. The water pressure system is to consist of a 1 HP submersible pump and controls set at 90 ft deep, drop pipe and electrical cable, pitless adapter and well cap, pressure switch, two 81-gallon pressure tanks (one for each house) installed in a pump house adjacent to the well head, and approximately 460 ft of water service line to the two houses. The homeowners will construct the pump house structure separately, provide an electrical connection between the homes and the shed, and provide a breaker sub-panel in the shed suitable for connecting the well pump and control panel. All excavation and backfill to be included in costs. Contractor is responsible for utility locates and necessary permits. This project will provide septic for a member of the Cowlitz Tribe and their immediate family. Upon completion, the septic will be transferred to and operated by the homeowner. LOCATION OF PROJECT: Cowlitz Tribal Member, 368th Street, Parcel # 0217362013, Roy, WA 98580-8964, Pierce County. This project will take place on tribal land and TERO is NOT applicable. CONSTRUCTION DURATION: Period of Performance is 60-calendar days after issuance of a Notice to Proceed. CONSTRUCTION MAGNITUDE: In accordance with FAR 36.204, the magnitude of this construction project is anticipated to be between $25,000 and $100,000. SITE VISIT: An informal (nonmandatory) site visit is NOT planned at this time. Further details regarding contacting the homeowner directly, for a one-on-one, will be included within the solicitation itself. CONTRACT TYPE: The Indian Health Service intends to award a Firm Fixed Price (FFP) construction contract in support of this requirement. NOTE: ALL DATES ARE SUBJECT TO CHANGE.
