This project is set aside 100% for Small Businesses under North American Industry Classification System (NAICS) Code 237110 – Water and Sewer Line and Related Structures Construction with a size standard of $39.5 million. SCOPE OF WORK: See Section C of the attached solicitation. LOCATION OF PROJECT: Warm Springs Wastewater Treatment Plant, Victory Lane, Warm Springs, OR 97761. TERO: This project will take place on tribal land, thus the contractor must comply with all Tribal regulations related to the completion of the work including the acquisition of necessary permits and the payment of Tribal taxes. CONSTRUCTION DURATION: Period of Performance is 120 calendar days from issuance of the Notice to Proceed. CONSTRUCTION MAGNITUDE: In accordance with FAR 36.204, the magnitude of this construction project is anticipated to be between $250,000 and $500,000. SITE VISIT: An organized site visit IS planned. See FAR 52.236-27, Site Visit Construction (Alt I) for details (page 33 of the solicitation). CONTRACT TYPE: The Indian Health Service intends to award a Firm Fixed Price (FFP) construction contract in support of this requirement. This acquisition will utilize Lowest Price Technically Acceptable (LPTA) source selection procedures in accordance with FAR 15.101-2. In accordance with FAR Part 15, the Government will evaluate offers based on the evaluation factors described in Sections L and M of the solicitation. This is a PRESOLICITATION NOTICE, Solicitation 75H70121R00014 for a construction project for the Indian Health Service (IHS). The purpose of this project is to rehabilitate the Warm Springs Wastewater Treatment Plant (WWTP) and restore operation of the facility in order to meet treatment requirements under the Tribe’s current discharge permit. This project will be procured as a 100% Small Business set-aside solicitation under North American Industry Classification System (NAICS) code 237110 Water and Sewer Line and Related Structures Construction. The associated size standard for this procurement is $39.5 million. The Government anticipates releasing the solicitation on or about mid-February 2020 with proposals due at least 30 calendar days after solicitation issuance. This date is subject to change. A full scope of work, plans and specifications and Davis Bacon Wage Determination will be included in the solicitation documents. SCOPE OF WORK: The scope of work for this project comprises of the renovation of the existing wastewater treatment system to include but not limited to the following: Replace failed headworks equipment to restore operation of trash removal equipment including the grinder, auger and screen, and control panel. Rehabilitate the south aeration basin by removing accumulated solids, grit, and trash, and replace aeration hoses, diffusers, and membranes. Rehabilitate the clarification basin through cleaning and removal of solids, installation of a new flocc rake assembly, and adjusting the rotary skimmer. Servicing and improving the air supply equipment by providing blower maintenance, blower overhauls, and installation of new variable frequency drive controllers. Rehabilitate the ultraviolet disinfection (UV) treatment equipment by replacing the existing UV lamps, UV intensity probes, and UV system control panel. Improving monitoring capability by replacing failed ultrasonic flow meters for the facility influent, effluent, and return activated sludge channels, in addition to the installation of a new effluent monitoring station capable of monitoring total ammonia, pH, and temperature. The scope of work also includes the provision of a specialty O&M access barge and spare parts for the aeration and UV systems. The contractor is responsible for keeping the existing wastewater facilities operational and accessible to the Utility/Owner throughout the duration of this construction project.
