Solicitation + Corresponding Attachments Septic for 2 Port Gamble Homes This is a PRESOLICITATION NOTICE, Solicitation 75H70121Q00048 for the Septic for 2 Port Gamble Homes, a construction project for the Indian Health Service. This project will be procured as a 100% Small Business set-aside solicitation under North American Industry Classification System (NAICS) code 237110 Water and Sewer Line and Related Structures Construction. The associated size standard for this procurement is $39.5 million. The Government anticipates releasing the solicitation on or about 15 September 2021 with proposals due at least 30 calendar days after solicitation issuance. This date is subject to change. A full scope of work, plans and specifications and Davis Bacon Wage Determination will be included in the solicitation documents. SCOPE OF WORK: This project is for the installation of a Tribally-owned water system improvement located on Port Gamble Reservation in Kitsap County, WA. Under this construction contract, the contractor will This project is for the construction of a new septic system with shared drain field on fee land in Kitsap County, WA (See Attachment 1). These two homes are both 6-bedroom, 3-bath. The purpose of these homes, is to serve Port Gamble Tribal Members and their immediate families. The proposed septic system is to consist of two 1,000-gallon single compartment septic tanks, two 1,000-gallon trash tanks, two 2,000-gallon pump tanks, approximately 20 linear feet of 4” solid sewer pipe, approximately 540 linear feet of Schedule 40 2” PVC transport pipe, and 804 linear feet of sand bed chamber drain field. All excavation and backfill to be included in costs. The septic design has already been provided by Dave’s Septic Services Inc., a Kitsap Licensed Designer. Contractor is responsible for utility locates and necessary construction permits. This project will provide sanitation facilities members of the Port Gamble S’Klallam Tribe and their immediate families. Upon completion, the facilities will be transferred to the Port Gamble S’Klallam Tribe. The system will be operated by the Tribe. LOCATION OF PROJECT: Port Gamble Reservation, 30178 Hansville Road & 30164 Hansville Road, Kingston WA, Kitsap County 98346-7603. This project will take place on tribal land and TERO is NOT applicable. CONSTRUCTION DURATION: Period of Performance is 45-calendar days after issuance of a Notice to Proceed. CONSTRUCTION MAGNITUDE: In accordance with FAR 36.204, the magnitude of this construction project is anticipated to be between $25,000 and $100,000. SITE VISIT: A formal site visit is tentatively planned for on or about September 23 at 10:00am PDT. Further details regarding the single, non-mandatory, Site Visit will be included within the solicitation. CONTRACT TYPE: The Indian Health Service intends to award a Firm Fixed Price (FFP) construction contract in support of this requirement. NOTE: ALL DATES ARE SUBJECT TO CHANGE.
