This is a PRESOLICITATION NOTICE for upccoming Solicitation 75H70121Q00013 for a construction project for the Indian Health Service (IHS). This project will be procured as a 100% Small Business Set-Aside solicitation under North American Industry Classification System (NAICS) code 237110 Water and Sewer Line and Related Structures Construction. The associated size standard for this procurement is $39.5 million. The Government anticipates releasing the solicitation on or about early December 2020 with proposals due a minimum of 15 calendar days after solicitation issuance. This date is subject to change. A full scope of work, plans and specifications and Davis Bacon Wage Determination will be included in the solicitation documents. SUMMARY OF SCOPE OF WORK: The purpose of the project is to make improvements to the main pump house and well controls structure at the Skokomish Indian Reservation in Mason County, WA. Upon completion, the improvements will be transferred to the Skokomish Tribe. The system will be operated by the Skokomish Tribe. Under the resulting construction contract, the contractor will replace above-ground and below-ground 4-inch pipe, fittings, and components with a new 4-inch ductile iron pipe, fittings, and components. This project will also replace chemical feed pump and tank, install flow meter, install lockable doors, patch wall openings, install new eye wash station, and furnish personal protective equipment. The repairs will remedy the acute deficiencies of the pump house and well controls structure, which currently pose a risk of system failure. LOCATION OF PROJECT: All work shall be performed on Skokomish Indian Reservation, Mason County, Washington. TERO fees do not apply. CONSTRUCTION DURATION: Period of Performance is 100 calendar days after issuance of a Notice to Proceed. CONSTRUCTION MAGNITUDE: In accordance with FAR 36.204, the magnitude of this construction project is anticipated to be between $25,000 and $100,000. SITE VISIT: Upon release of the solicitation, an organized site visit will be scheduled and further details provided. CONTRACT TYPE: The Indian Health Service intends to award a Firm Fixed Price (FFP) construction contract in support of this requirement. This solicitation will be procured as a Request for Quotations (RFQ) in accordance with FAR Part 13 and 36 procedures with Lowest Price Technically Acceptable evaluation criteria. For the purposes of this procurement, a concern is considered a small business if its average annual revenue for the last three (3) years is less than $39.5 million.
