See attached SOLICITATION 75H70120Q00031 for the Taylor New Well and Pressure System, a construction project for the Indian Health Service (IHS). Detailed Instructions to Offerors, a full scope of work, plans and specifications and Construction Wage Determination are included in the solicitation documents. This project is set aside 100% for Small Businesses under North American Industry Classification System (NAICS) Code 237110 – Water and Sewer Line and Related Structures Construction with a size standard of $39.5 million. Please review ALL attachments to this solicitation notice. SCOPE OF WORK: See Section C of the attached solicitation. LOCATION OF PROJECT: 15141 Colvin Rd, Clatskanie, Oregon 97016 (Columbia County). This project will take place on fee land however, TERO is not applicable. CONSTRUCTION DURATION: Period of Performance is 90 calendar days from issuance of the Notice to Proceed. CONSTRUCTION MAGNITUDE: In accordance with FAR 36.204, the magnitude of this construction project is anticipated to be between $25,000 and $100,000 (inclusive of option items). SITE VISIT: An organized site visit IS NOT planned, however site visits may be arranged by contacting the homeowner directly. See FAR 52.236-27, Site Visit Construction for details (page 28 of the solicitation). CONTRACT TYPE: The Indian Health Service intends to award a Firm Fixed Price (FFP) construction contract in support of this requirement. This solicitation will be procured as a Request for Quotations (RFQ) in accordance with FAR Part 13 and 36 procedures. In accordance with FAR part 13, the evaluation for award will be based on price and the quoter’s compliance with the terms and conditions of the solicitation. Price is the discriminating factor for award among offers. QUOTE SUBMISSION REQUIREMENTS The quote shall include the following: 1. Cover page to include: The solicitation number and acknowledgement of any solicitation amendments issued; The quoter’s name, address, DUNS number, CAGE code; and The name, title, email, phone number, and signature of the individual authorized to sign the quote. 2. Price Quote Submission SF1442, blocks 14-20c. Any and all solicitation amendments require acknowledgement in Block 19 of the SF1442; and SECTION B, Price Schedule, shall be filled out in its entirety (See Section J, Attachment J01). QUOTE DUE DATE: Quote packages are due by June 5, 2020 no later than 2:00pm PST. Quote packages shall be sent via email to toby.hayden@ihs.gov and shall contain the information required by the solicitation.
