The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of firms, including Large Businesses and Small Businesses with socio-economic set-asides. This notice is intended strictly for Market Research to determine if a set aside for any Small Business concerns can fulfill the requirements set forth in this request for information. NO PROPOSALS ARE BEING REQUESTED OR ACCEPTED WITH THIS SYNOPSIS. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNPOSIS. Since this is a sources sought synopsis, no evaluation letters and/or results will be issued to the respondents. Experience: Submit a capabilities statement of experience completed within the last ten (10) years that are relevant to the work that will be required under this sources sought. Please include the following information: a. Experience performing water loss auditing and control program based on American Water Works Association (AWWA) M36 tools and methods including the AWWA Free Water Audit Software (or similar); b. Experience building a Section 508 compliant (29 U.S.C. § 794(d)) project website; c. Experience providing training, workshops and coaching (virtual or in-person); d. Experience providing lessons learned and sharing sessions. Performance Work Statement: (Refer to attached PWS for full scope of services) 1. GENERAL INFORMATION Project Overview The Indian Health Service (IHS) is responsible to provide water, sewer, and solid waste facilities for Native American housing at, adjacent to or near Indian Reservations as authorized by Public Law 86-121. Community sizes range from 15 to 10,000 people. IHS is authorized to design, construct and improve facilities, acquire lands and right-of-way for sanitation facilities, projects, and transfer complete facilities to Native American Tribal organizations or other public authorities for operation and maintenance. In addition to construction, the IHS also provides technical assistance. Water losses can account for significant costs for water systems and their customers. Water losses also impact sewer system design and operating capacity when water demands are not well understood, and water leaks and unregulated flows cycle through to the wastewater system. The purpose of the proposed requirement is to develop the capacity of a pilot group of tribal utilities to implement a water loss auditing and control program based on American Water Works Association (AWWA) M36 tools and methods including the AWWA Free Water Audit Software. The IHS will recruit tribal utilities from the national service area to participate. Final selection of participants will be based on input from the Contractor to ensure that the pilot will provide insight to future implementation of water loss programs. As part of this pilot program, the Contractor shall support up to eight tribal utilities to develop competencies to initiate a local water loss program and complete water audits using the AWWA Free Water Audit Software. Each tribal utility shall be encouraged to complete a water audit for a minimum of one community water system. Utilities that successfully complete their initial audits before the end of the contract shall be eligible to get assistance to complete a second audit if time allows. The projected timeframe to provide training and implement the water loss program for all the participating tribal utilities is 12 – 18 months. The projected timeframe does not apply to the requirement to maintain participant website accessibility for a period of five years. The requirement shall provide participating utilities with: A foundational understanding of AWWA M36 methodology An industry recommended approach to apply AWWA methodology Tools to use data to assess and improve water loss performance at the utility level Informational management approach of the financial capacity loss to the water system At the end of the pilot program, the Contractor shall ensure that utilities are able to implement the basic level of a water loss program by being able to: Describe the components of a water loss program Determine what data is relevant for the water audit analysis Identify the confidence level of the data Demonstrate utilization of the most current version of the AWWA free water audit software to run their own water loss audits Describe how to use the results from the water audit to improve utility management and identify best-value system investments The program shall utilize virtual trainings to support the pilot program to include, at a minimum, the following phased approach and components: AWWA M36 Water Audit with Level 1 Validation and Component Analysis Training Phase 1: Water loss control program development - includes auditing/validation training and data gathering approach Phase 2: Preliminary water audit for each utility - includes a level 1 validation Phase 3: Water audit for data consolidation - includes real loss data collection and submission as well as a gap analysis REQUIREMENTS OVERVIEW This project includes six discrete tasks that, in combination, support the development and implementation of utility water loss programs for each of the participating tribes. The tasks include Phase 1: Water loss control program development Task 1 – Website and Reporting Task 2 - Pilot Program Introductory Session – 4 Hours Task 3 - AWWA M36 Workshop Session – 2 Day Phase 2: Preliminary water audit for each utility & Phase 3: Water audit for data consolidation Task 4 - Coaching Task 5 - Lessons Learned and Sharing Session – 1 Day Task 6 - Task 6: Close Out Training – 4 hours --End of PWS--
